Employment Service Manager

Location: Tbilisi

Duration: February, 2024 – December 31, 2024

Time frame: Full time (40 hours per week), Monday- Friday

Background information:

The vast majority of the Ukrainian refugees are children and their families. During their refuge situation children and parents have to cope not only with emotional stress and post war-trauma but also to organize themselves to the extent enabling them to move forward and enjoy balanced, relatively normal life. The lack of income is currently their main source of stress as a significant portion being allocated to rent, leaving very little for their day-to-day living expenses. More than a half of refugees have a university level education. However, the requirement of Georgian language for qualified employment and the general lack of well-paid work opportunities has made it difficult for refugees from Ukraine to find jobs. Most Ukrainians struggle to find employment and only few are employed at all.

One of the leading component of the project is to provide employment support to Ukrainian refugees. With the support of an employment consultants, free vacancies and job searching refugees will be linked with each other. Wherever upskilling is needed, refugees will be supported with trainings and courses to fit to the needs of employers. A job fair for the refugee community will be set up in order for refugees to get an overview of relevant employers on the market and also in order for employers to get a picture of the valuable resources and experiences refugees bring with them

The purpose of this position is: to ensure oversight and proper implementation of the livelihood and employment component of the project.

The Employment Service Manager will lead, manage and oversight livelihood and employment component. The position is responsible:

  • to coordinate the work of Employment Service Officers in providing better access of Ukrainian refuges to employment, education and skills upgrading opportunities. to provide guidance and technical support to the project in establishing livelihood and skills-building opportunities for targeted project participants.
  • for the implementation of the project-related interventions through working closely with Ukrainian refugees and relevant stakeholders to provide effective ways and practices to best facilitate linkages and connections to job and education opportunities for refugees living in Georgia.
  • to establish and maintain network and professional relationships with private, commercial, government or non-government and other actors contributing to the achievement of the overall objective. Collaborate closely and coordinate activities with an ongoing UNHCR refugee project, integrating beneficiaries from various countries of origin.

Position will oversight the work of the Employment Service Officers to develop and maintain case management approach in support of refugees to identify livelihood and educational opportunities, connect them to the potential providers, conduct labor market researches and carrying out tasks aiming at making the project component fully functional responding to refugee needs.

Major Responsibilities:

Coordination and management of Employment and Livelihood Component implementation

  • Ensure oversight livelihood and employment component of the project;
  • Design and implement activities/interventions that enhance livelihood opportunities and employment prospects for project beneficiaries;
  • Ensure that the project-related interventions/ activities are implemented smoothly, effectively and with a high quality;
  • Analyze needs assessments conducted to identify the specific needs of the target population concerning livelihoods and employment. This includes skills & qualification assessments and understanding the local job market.
  • Work closely with Ukrainian refugees and relevant stakeholders to provide effective ways and practices to best facilitate linkages and connections to job and education opportunities for refugees living in Georgia;
  • Supervise and management of Employment Service Officers in their tasks of implementing livelihood and educational component, through guidance, coaching and mentoring including conducting market assessments, case management, beneficiary outreach and relationships with providers;
  • Collaborate closely and coordinate activities with an ongoing UNHCR refugee project;
  • Ensure that all project activities are carried out in accordance with WV core values, principles and project goals.
  • Work closely with Project Coordinator to ensure that Employment Service Officers are well contextualized and equipped with relevant knowledge;
  • Work closely with Project Manager and Project Coordinator to ensure that both (refugee and local) communities needs are reflected in respective interventions; Ensure planned activities respond to those and are adequately resourced.
  • Carry out the activities/tasks described in respective action plans timely and with high quality; Coordinate work with Project Manager to ensure tasks are proceeding on schedule and on budget;
  • Carry out other duties as assigned by Project Manager or Coordinator within the position competency.
  • Develop reporting and accountability schemes with Employment Service Officers;
  • Ensure all documents filled up by Employment Service Officers are in line with procedures, are complete and accurate;
  • Deliver monthly status reports to Project Manager;
  • Contribute to project overall reporting as needed.

Establish effective relationship and cooperation with relevant factors contributing to the operationalization of the component

  • Identify and Develop network with national and local enterprises, business representatives, other NGOs, vocational training centres, Government representatives and other institutions to create a robust network of support for project beneficiaries.
  • Develop and maintain close cooperation with Social Services Agency on beneficiaries needs and work as a team to resolve barriers to employment;
  • Identify opportunities for collaborative initiatives with other employment-focused projects, NGOs, and government agencies to leverage resources and enhance the overall impact;
  • Ensure the database for service providers and potential employers is up-to-date; Negotiate employment contracts/opportunities with different service providers/employers as needed;
  • Support Employment Service Officers with necessary linkages and information with relevant services and agencies.

Monitoring and evaluation

  • Responsible for collecting component-related data in compliance with MEAL and donor requirements;
  • Assist MEAL team with project evaluation through technical organization of FGs, KIIs, etc.
  • Support project in data gathering and analysis for M&E purposes in LH Component;
  • Monitor partners and ensure smooth collaboration while delivering desired outcomes.

Representation and Communication

  • Through the guidance and technical support of Project Coordinator plan, organize and participate in information sessions, campaigns, meetings, and industry gatherings to advocate for the employment needs of project beneficiaries and promote collaboration with external partners
  • Organize job fairs with participation of refugee community and employer’s/service providers;
  • Coordinate market assessment on the subject of available job and education opportunities;
  • Encourage and stimulate full participation by all parties.

Staff Management

  • Supervise the work of the Employment Service Officers; Ensuring all tasks and duties are fulfilled in a timely and efficient manner;
  • Provide feedback and guidance as needed to ensure best performance;
  • Supervise reporting staff’s daily work, provide instructions to ensure high staff performance;
  • Use appropriate leadership styles to support individuals and teams in setting goals, measuring performance, developing capacity and recognizing results;
  • Coach and support team members to bring up their strengths and reflect them within the organizational work.
