Background:

UNICEF Lebanon has been supporting and implementing the Learning to Earning programme for more than 3 years. Within this pillar, the youth programme at UNICEF and its partners has collaborated with more than 200 employer and small and medium companies to host the youth in Work‐Based Learning (Cash for work model) and provide them with employment opportunities as a result from the Work based learning intervention.

Purpose:

The purpose of this consultancy is to inform youth skilling programme design and implementation and advocacy through producing estimates of employer’s contribution the programme. Actual estimation of direct and indirect contribution will contribute to UNICEF Lebanon's aim to harness private sector for results for children and youth.

Objectives:

The main objective of this consultancy is to produce estimates of contributions by employers during cash for work interventions for youth who graduate from TVET programmes. This will support the Learning to Earning pillar within UNICEF youth programme with the valuation/costing of the contribution of the employer and private sector during the work‐based learning that are hosting the youth.

Scope:

The Employer contribution costing consultant will work under Adolescent and youth programme specialist and in collaboration with the section colleagues and partners, the monitoring and evaluation section, to complete this task.

The consultant will be responsible for gathering information from the private sector and employers collaborating with UNICEF and its implementing partners in addition to employers on their financial and in‐kind contribution for the youth that they are hosting for work‐based learning (cash for work). The costing exercise should encompass the following considerations:

  • Move beyond compiling data and help tell the story behind the numbers.
  • Conducting surveys and interviews to gather the needed information.
  • Develop cost estimates of employer contribution as follows: personal (coaching, mentoring, monitoring, follow up, etc), financial (provision of transportation) and in‐kind (equipment, material, snacks, and lunches, etc.).
  • Provide a clear costing/ valuation plan showcasing the financial value of their contribution across the different levels of the employer (small, medium, and large enterprises/businesses).

Key Deliverables:

  1. A detailed approach paper and plan for the assignment
  2. Data collection through:
    • Survey with employers
    • Key informant Interviews with a sample of employers and UNICEF implementing partners
  3. Presenting results of the costing to UNICEF staff, Donors and national stakeholders
  4. Final report with details of findings on employer contribution to Cash for Work and recommendations

How can you make a difference?

Tasks/Milestone: Deliverables/Outputs: Timeline Develop a costing/ valuation plan for the private sector/ employer contribution.1. Presentation of the approach and workplan. 2. Data collection, including survey with employers, in depth interviews with UNICEF staff and implementing partners.

At the end of the first month and upon delivery and approval of the proposed workplan, approach and data collection tools.Develop a costing/ valuation draft budget for the private sector/ employer contribution.1. Conduct the surveys and FGDs. 2. Preliminary report with the draft budget and valuation.

At the end of the 2nd month and upon delivery and approval of the draft report.Produce the final report with the estimates of contributions by employers during cash for work interventions.3. Present a estimates/valuation budget 4. Final report with recommendations

  • Bachelor’s degree in business, economy, or statistics.
  • A Minimum of 5 years of relevant professional experience preferably in the areas of private sector engagement and development, business, economy, statistics.

    Knowledge/Expertise/Skills required:

  • Advanced degree considered as a strong asset.

  • Prior experience of business development or statistic is an asset.
  • Fluency in written and spoken English is required.
  • Fluency in written and spoken Arabic is a strong asset.
  • Experience of supporting the development of reports, assessment and working with multi‐disciplinary teams is desired.
  • Experience developing professional presentations is an asset.
  • Experience working in the developing country context is considered as an asset.
  • Ability to communicate effectively and professionally with diverse stakeholders (written and oral).
  • Detail‐oriented and deadline‐driven with strong organizational skills and the ability to perform multiple tasks and balance competing priorities often within a limited timeframe.
  • Ability to quickly learn new technical concepts with minimal guidance.
  • Previous experience in programmes focused on economic development, youth engagement and entrepreneurship development is welcome.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
