Purpose of Activity/Assignment:

The purpose of the assignment is to support the Libya Ministry of Education (MoE) in the scale up of the education management information system (EMIS). The consultant will work in close collaboration with the MoE to provide expert technical guidance so that the EMIS system can be developed and implemented across all schools in Libya. This will require an assessment of the current EMIS environment, analyzing the process and results of the pilot EMIS data collection in 2022 and developing a roadmap for scaling up and collecting data from other schools, trouble shooting and addressing emergent needs and supporting the MoE to developing an EMIS policy.

A major part of the work will be to provide capacity building on EMIS with all stakeholders at school, municipality and MoEE level. The assignment builds on the results of the EMIS pilot which was conducted by the MoE in April – June 2022 and which highlighted several gaps in terms of capacity of human resources as well as the general policy environment supporting the EMIS processes. The preparation for the scale up of the EMIS system is expected to take place between November 2022 and March 2023, with the aim of conducting school-based data collection between April and June 2023.

How can you make a difference?

Scope of Work:

The work related to EMIS is divided into four phases:

Timeline: October- December 2022 Phase 1 – Rapid Data Quality Assessment based on the pilot project conducted by the Ministry of Education in 2022. This includes: (i) Legal and institutional framework and arrangements. (ii) EMIS data collection tools and software. (iii) Human capacity gap. (iv) Quality of data collected during the EMIS pilot. (v) Other data systems within IDC and interoperability with EMIS. (vi) Recommendations.

Timeline: January 2023 onwards Phase 2 – Preparation of EMIS scale up (i) Development of an implementation plan for the scale up of EMIS to be endorsed by relevant stakeholders, including planning department. This includes assessment of local IT companies to scale up data collection, improvements to the current system, capacity building training.

Timeline: Ongoing from December 2022 to September 2023 based on emergent needs Phase 3 – Capacity building on EMIS process and use of education data for national and global reporting including SGD indicators. This includes: (i) Trainings to IDC staff (introduction to education indicators, education data management and EMIS; data collection and data cleaning; structure of a statistical report; data visualization for the statistical report, etc.). (ii) Trainings at school and municipality level with the staff involved in data collection, cleaning and validation.

Timeline: January-September 2023. Roles and responsibilities on data cleaning and validation to be conducted before data collection. Phase 4 - EMIS policy development. This includes: (i) Roles and responsibilities. (ii) EMIS process and data flow from school to national level. (iii) Data verification, validation and results endorsement.

To qualify as an advocate for every child you will have…

  • A Bachelor's Degree in Computer Science, Computer Engineering, Software Engineering, Information Technology Management or a relevant field.
  • A Master's degree in any of the above field is preferred.
  • At least six years experience in working with education systems to develop monitoring and evaluation systems to collect data on schools and monitor performance of schools.
  • At least five years of working at field level to train and coach district and federal level education officers in data systems.
  • Advanced knowledge of education management information systems.
  • Advanced skills in data collection and analysis.
  • Training and coaching skills on education data management, data collection and analysis, education data and planning.
  • Knowledge of EMIS in other countries an asset.
  • Previous UNICEF experience in working with other Ministries of Education an advantage

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
