This is a UNV International Specialist contract. This kind of contract is known as International UN Volunteer. It is normally internationally recruited only. More about UNV International Specialist contracts.

Description of task

Under the direct supervision of the Senior Emergency Officer, the UN Volunteer will undertake the following tasks:

  • Support the Agency’s current planning efforts, through the development of an Emergency Management Handbook (EMH). The Emergency Support Officer will be expected to deliver the following outputs:

  • Provide a draft EMH, including contributions from all relevant departments and programmes, and reference to other external documents as listed in the EMH draft table of contents: i) Principles and concepts; ii) Emergency management (preparedness; response; and programmatic response); iii) The International Humanitarian Response; iv) Annexes. Provide relevant updates to the table of contents and respective EMH sections based on operational needs that may arise during the development of EMH.

  • Support the Department of Planning in the collection and inclusion of comments on the EMH from relevant stakeholders.
  • Ensure strong communication and coordination with UNRWA HQ departments and programmes to collect and systematize their inputs to the Emergency Management Handbook.
  • Ensure coordination with relevan departments in relation to the definition, identification and categorization of the risks included in the Agency risk assessment framework; and incorporation of the risk framework into relevant planning processes at HQ and field level.
  • Support the Department of Planning in the organization and facilitation of meetings, working groups and workshops related to the development of the EMH.
  • Collect inputs and feedback from relevant field offices and ensure their incorporation into the Emergency Management Handbook.
  • Based on need, support DoP and relevant field offices in the development of simulation exercises (SIMEX) to test their contingency planning capacity, and / or SoPs and procedures included in the EMH.
  • Some travel to the Agency’s areas of operation may be required.

Educational additional comments

An advanced university degree from an accredited educational institution in social science, development studies, public or business administration, or any related field.

Experience remark

  • Experience related to humanitarian assistance, emergency and contingency planning, and/or development programming in an international context;
  • Familiarity with the UN and the international humanitarian system;
  • Emergency management, emergency response and contingency planning, humanitarian assistance, humanitarian coordination;
  • Excellent writing skills and ability to work with multiple stakeholders towards the achievement of a common plan.

Language skills

  • English(Mandatory), Level - Fluent
  • Arabic(Optional), Level - Working Knowledge
