As emergencies become more frequent, the expectations of UNICEF to deliver on the Core Commitments for Children in Humanitarian Action (CCCs) in a timely and effective manner will continue to increase. Emergency preparedness significantly enhances UNICEF’s ability to meet these expectations and save time and resources in the response. In 2018, EMOPS created the Risk Analysis and Preparedness Section to strengthen its ability to perform risk analysis and monitoring, both a light and frequent horizon scan and a deeper analysis of specific situations when needed, drawing on external resources and on available data and analyses on children as far as possible and on the analysis generated by colleagues at CO, RO and HQ levels.

The Emergency Specialist is based in UNICEF Headquarters NY, Office of Emergency Programmes (EMOPS), Risk Analysis and Preparedness Section (RAPS) and reports to the Emergency Specialist (Risk Analysis).

How can you make a difference?

Under the supervision of the Emergency Specialist (Risk Analysis), the Emergency Specialist will support UNICEF’s global contextual risk monitoring and analysis, including its links to preparedness.

1. Supports UNICEF’s Horizon Scan process
   • Contributes to analytical preparation, and maintains related knowledge of current natural and human-induced risks around the world
   • Develops support materials and supports preparatory meetings
   • Tracks preparedness actions and progress
2. Provides contextual risk-related technical support to Regional Offices (RO) and Country Offices (CO)
   • Reviews contingency plans and related preparedness from a risk-centric perspective
   • Supports development of CO risk analyses and scenario building
   • Other CO support as needed
3. Conducts contextual risk analysis and related research
   • Researches and writes forward-looking Context Briefs on specific hazards and threats
   • Researches and analyses risk-related data sets
4. Contributes to RAPS’ risk-related work with inter-agency partners
   • Participates in IASC risk analysis and early warning meetings, and drafts inputs as needed
   • Supports UNICEF participation the Regional Monthly Review process

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in social sciences or earth sciences, or another relevant field *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
• A minimum of five of relevant professional experience in humanitarian work.
• Experience in contextual risk analysis.
• Experience in emergency preparedness.
• Quantitative and qualitative analytical skills, with strong abilities in Excel (higher-level statistical skills / software skills e.g. R is an asset).
• Strong writing ability.
• Fluency in English required; proficiency in another UN language highly desirable.
