Under the direction and guidance of the Regional Emergency Advisor, provides support to country offices in South Asia in emergency preparedness/DRR and response with regard to the development, planning, implementation, monitoring and evaluation of the emergency interventions, including fundraising for emergency activities, to ensure the survival and well-being of children and mothers and affected communities in emergency. Provides guidance on coordination and support risk analysis and disaster risk reduction interventions linking to UNICEF supported emergency programme. In case of evolving humanitarian situation will deploy to CO in the region to provide in situ support in all planning and implementation regarding emergency preparedness and/or response.

How can you make a difference?

Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end results.

Emergency Preparedness, DRR and Risk planning

  1. Ensures that adequate emergency preparedness measures are taken through supporting country offices in the development and updating of country contingency plans and establishment of EPP/early warning mechanisms, which leads to more effective preparedness and response to specific emergencies in countries in the region.
  2. Contributes to the formulation and development of risk planning and disaster risk reduction plans and ensures linkages to preparation and response to emergencies, and monitors compliance of all sectors. Provides technical support to enable coordination and management of emergency preparedness &response.
  3. Provides program guidance to the country office in the implementation of emergency preparedness measures, which strengthens preparedness and response mechanisms in the countries faced with impending emergencies.
  4. Develops and maintains EPP country/regional information and ensures the flow of information and communication crucial for the planning and implementation of emergencies. to ensure a timely and effective emergency response.
  5. Assists in developing and conducting emergency training courses specifically designed for regional standby Emergency Response Teams and in country EPR training leading to build-up in the emergency preparedness and response capability of UNICEF staff in South Asia country offices.

Emergency Response

  1. In the event of an emergency, may deploy on surge immediately to establish UNICEF's presence and implement the initial operational tasks relating to emergency assistance at the country office request.
  2. Assesses conditions resulting from the emergency situation affecting children and their families in the country. Supports and provide technical advice to country offices on needs assessment to assist in determining priorities and an appropriate intervention by UNICEF with special regard to the survival, protection and wellbeing of children, adolescents and women.
  3. Assists the Regional Emergency Advisor in emergency operations oversight and program management to ensure that the funding, budget, management, reporting, and coordination of support to country offices are managed efficiently and effectively with clear accountabilities.

Emergency Program Support

  1. Supports country offices in preparing appeals and updates related to emergencies as well as project proposals for emergency. Works with program sections and senior management to ensure quality assurance of recovery/rehabilitation-related funding requests, including annual or multi-annual humanitarian action for children appeals and related documents.
  2. Establishes longer-term requirements of the emergency operation/interventions. Maintains effective and strategic coordination, communication, consultation and liaison with other UN agencies, NGOs, donors and allies to advocate for children and women, including those with the special needs
  3. Represents UNICEF in humanitarian, DRR and recovery related forum at the strategic level and keeps management informed of all humanitarian developments in the region in terms of policies, strategy, situation developments, potential threats and opportunities/issues in partnership. Explore new partnerships that may strengthen delivery results for children in humanitarian situations, including through innovative approaches
  4. Ensures that disaster prevention, mitigation, preparedness and response strategies are mainstreamed in the country office's workplans. Supports the REA in preparing sectoral input for the country programme documents, plan of action, annual workplans, and all related documents of the office’s Emergency Preparedness/DRR and Response.

To qualify as an advocate for every child you will have…

  • Advanced University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields.
  • Eight years of progressively responsible professional work experience at the national and international levels in programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Developing country work experience (for IP).
  • Specialized training/experience in emergency response management highly desirable.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
