How can you make a difference?

BACKGROUND:

Iran is ranked among the ten most disaster-prone countries in the world. Its geography, coupled with infrastructural fragility, growing urbanization, and challenging socio-economic conditions, make it particularly vulnerable to natural disasters. Extreme climate conditions are exposing the country to several slow- and rapid-onset emergencies and exacerbating existing vulnerabilities. The COVID-19 pandemic has dramatically impacted the national economy, which was already strained by the economic sanctions reinforced through 2019 and 2020. This has adversely affected the Government's capacity to provide timely emergency preparedness and response. In addition, following the start of withdrawal from Afghanistan of all NATO troops, which began in mid-April 2021 and is expected to be complete by September 2021, the influx of refugees in Iran should be envisaged. UNICEF Iran, in coordination with UNICEF Afghanistan and UNICEF Pakistan is monitoring the situation and is preparing for responding to a potential new refugee crisis.

As part of the Iran Country Office, the Emergency Specialist P-3 will support the program and operation teams for coordination and technical support, including capacity building, to improve country offices, ability to prepare and respond to emergencies, increasingly in an inter-agency context of protracted crises including influx of refugees and prone to natural disasters such as disease outbreaks, floods, earthquakes, drought. In coordination with the Deputy Representative, Heads of Section and with the support of an Emergency Officer NO-A, the emergency specialist integrates technical components, with focus on UNICEF Core Commitments for Children in Humanitarian Action, in emergency preparedness and response and contributes to the broader Program Team key priorities around humanitarian leadership and accountability; evidence-based programming, advocacy, and data generation; leveraging national and regional partnerships for better results and improve quality of programmes. The Emergency specialist also provides advice and supports Iran country office in better inclusion of the humanitarian-development nexus in-country programme through the guidance for risk informed programming including through mainstreaming preparedness in the new Country Development Program and UNSCDF. The Emergency specialist provides support to the Senior Management in overall coordination and decision-making related to emergency preparedness and response including through capacity building of the office teams and implementing partners.

PURPOSE:

Under the guidance and supervision of Deputy Representative, the Emergency Specialist will support the emergency preparedness n UNICEF IRAN and provide support to UNICEF’s response to emergency.

Summary of key functions/accountabilities:

  1. Provide technical expertise to Country Offices and Regional Office on emergency preparedness and response:
  • Support and develop capacities of ICO on emergency preparedness and coordinate preparedness planning
  • Support development of national, cross-border and interagency contingency plans for influx of Afghan Refugees in Iran
  • Identify ICO capacity gaps in emergency preparedness and provide capacity building accordingly in collaboration with National Emergency Officer.
  • Support mainstreaming of preparedness in program and planning processes with focus on CPD and UNSDCF development processes.
  • Support organizing provincial cross-sectoral preparedness workshops for capacity building of implementing partners (wash, education, health, child protection).
  • Ensure ICOs compliance with UNICEF Minimum Preparedness Standards in collaboration with RO and support update of Emergency Preparedness Platform (EPP)
  • Help identify new funding opportunities for preparedness and response.
  1. Provide technical expertise to Country Offices on Risk-Informed Programming:
  • Support and develop capacities of ICO on Risk-Informed Programming
  • Roll-out of the (Guidance for Risk-Informed programming) GRIP in the context of new CPD development MENA region.
  • Work closely with sections to mainstream integration of risk-informed programming and CCCs
  1. Provide technical expertise to Country Offices on humanitarian programmes management
  • Provide support to emergency response through interaction with ICO program and operation sections and partners to assess the programme progress, identify major problems and constraints. This can include supervision of donor reporting / monitoring of financial contributions, implementation rates, and monitoring of accomplishments outputs and results in the context of the COVID-19 response and potential new refugee crisis.
  • Assist supervisor to prepare programme/ reports or briefing notes in order to update the Representative for fund-raising, and for decision-making purposes.
  • Assist ICO in the response to new emergencies, in conducting rapid needs assessments as well as in the coordination and planning of emergency response in line with the Core Commitments for Children (CCCs) and facilitate support from the Regional Office (RO) and HQ.

    Impact of Results

  1. Iran CO has quality preparedness plans – including contingency plan for influx of refugees in Iran - meeting UNICEF minimum preparedness standards contributing to timely and quality emergency response
  2. Iran CO Programme is risk informed and the “risk lens” is strengthened in CO standard approaches to situation analysis and strategic planning
  3. All ICO staff are capacitated and equipped with adequate tools to prepare and respond to emergencies

To qualify as an advocate for every child you will have…

  • Advanced university degree (master's degree or equivalent) in political science, anthropology, sociology, social sciences, international relations, engineering or related field. First level university degree with relevant combination of academic qualifications and experience may be accepted in lieu of the advanced university degree.
  • 5 years progressively responsible work experience in humanitarian action. Complementary experience in international development is desirable.
  • Specialized training and experience in developing and implementing emergency preparedness and response plans in complex environments required.
  • Experience working at country, regional and/or HQ level required
  • Experience working in emergency preparedness with UNICEF desirable.
  • Experience of project implementation with strong accountability component and community engagement in complex environment required
  • Knowledge of UNICEF programme cycle and related procedure desirable.
  • Developing country work experience and/or familiarity with emergency is considered an asset.
  • Fluency in English is required, fluency in Farsi would be an asset.
