The Humanitarian Field Support Section (HFSS) aims to provide a ‘one-stop-shop” approach to coherent field support in humanitarian crises, in addition to strengthening the UNICEF’s field capacity on emergency preparedness and risk monitoring, as well as on early recovery programming, humanitarian advocacy and engagement with integrated missions and presences. Within the framework of the OMP, the team will not only be instrumental in providing support to the field on principled humanitarian action and a strengthened integration of the protection of children dimension in our engagement but will also strive to focus on the quality of the response in close collaboration with key other EMOPS sections.

The team is also instrumental in providing briefings, data and analysis to UNICEF senior leaders across the organization to inform their decision making on behalf of strengthened UNICEF’s action for children in humanitarian contexts. The section coordinates closely with all other EMOPS Sections, and other HQ Divisions.

HFSS provides effective and timely communication lines and support between EMOPS, ROs and COs and day to day coordination and oversight of headquarters’ support to country offices (technical guidance and engagement, humanitarian financing management of the EPF and CERF, inter-agency collaboration, direct guidance on global approaches on country specific crises, etc).

The Section supports the EMOPS Director’s Office and OED with timely updates and analyses on humanitarian crises to inform decision-making. It coordinates the deployment of the Emergency Response Team.

How can you make a difference?

  • Support management engagement with high-level mechanisms such as Emergency Directors, Integrated Task Forces, Inter-Agency Task Forces, Regional Monitoring Mechanisms and other crisis-management mechanisms through the drafting of Briefing Notes, providing inputs to documents, presentations and other updates on UNICEF’s response to COVID-19.
  • Monitor and report on UNICEF's global response to the COVID-19 pandemic, including through regular UNICEF situation reports and drafting donor and weekly/ad hoc updates for senior management and strategic decision making.
  • Support and contribute to the effective and strategic coordination of HQ support to UNICEF’s COVID-19 response through supporting emergency, management and technical meetings and conferences and follow up on key actions coming out of all meetings.
  • Provide support to HQ, RO’s and CO’s in preparing and reviewing COVID-19 emergency appeals, updates and resource mobilization documents.
  • Supporting the collection, analysis and reporting on UNICEF’s key COVID-19 response gaps, challenges and lessons learned for senior management and organizational wide decision making.
  • Monitor the effectiveness of existing guidelines and strategies and propose adjustments.
  • Serve as back-up to Supervisor and other Emergency Specialists in his/her absence.
  • Assist with any other task as assigned by the Supervisor and Section Chief.

To qualify as an advocate for every child you will have…

  • Advanced University degree in International Relations, Public Administration/Public Policy, Humanitarian Affairs, Development, Social Sciences, or a related technical field.
  • A minimum of five (5) of relevant professional experience at national and international levels in humanitarian response.
  • Preferred experience in preparedness, complex emergencies, including experience in early recovery is considered an asset.
  • Fluency in both written and spoken English and knowledge of another UN language is desired.
