Niger is a landlocked Sahelian country of 19.2 million people, over half of whom are under the age of 15. Nearly half of the population is poor, despite reductions in the poverty rate over the past decade, and the country ranked last on the 2014 Human Development Index. Indicators are particularly alarming for women and children.

Through its 2019-2021 Country Programme, UNICEF works toward the full realization of the rights of children and a reduction of disparities, with the aim of achieving equity. The Country Programme is structured around six programme components: child health, wash, nutrition, education, child protection, communication for development, and social inclusion, planning, monitoring and evaluation.

UNICEF operates from the capital city, Niamey, as well as from three zonal offices. UNICEF supports the Government of Niger's relief and development efforts.

How can you make a difference?

Under the general supervision of the Emergency Specialist, and in close collaboration with relevant sections, particularly the Social Inclusion section on issues of social protection, the Emergency Specialist on Humanitarian Cash Transfers (HCT) will provide guidance and technical assistance to support the UNICEF Niger country office in implementing the HCT modality to contribute to achieving results for children. Guidance and technical assistance should be provided in terms of design, planning, implementation management, monitoring of programme/project activities, data analysis and progress reporting.

Key functions, accountabilities and related duties/tasks:

1. Cash based assistance, design and implementation

  • Advise country office on UNICEF strategic positioning on cash in emergencies in Niger, based on best practices and country specificities and partners’ comparative advantages.
  • Advise country office on inter-agency collaboration on cash in emergencies, particularly in the framework of the Statement from the Principals of OCHA, UNHCR, WFP and UNICEF on cash assistance.
  • Undertake cash feasibility assessments where relevant to inform UNICEF cash programmes, and identify implementing partners, and/or contribute to partners design efforts to ensure that HCT programmes are child-centered.
  • Integrate cash feasibility into existing sectorial and multisector assessments.
  • Integrate HCT in UNICEF Emergency programming in Niger by designing relevant sector specific and multisector response using HCT where relevant, and where UNICEF comparative advantage is present, with particular emphasis on the Rapid Response Mechanism.
  • Conduct regular operational analysis of the HCT programmes, identify areas of poor performance, bottlenecks, and identify solutions such as design improvements, additional trainings and technical support.
  • Conduct risk assessments and propose risk mitigation measures for the use of cash in emergencies in the specific country context of Niger.
  • Ensure Accountability to Affected Population (AAP) is streamlined across the programme implementation cycle with attention to information sharing to beneficiaries, community inclusion in programme implementation, complaints and response mechanism and continuous learning.
  • Ensure analysis of complaints and feedback received through different communication channels and ensure follow up by implementing partners.
  • Develop, review and maintain work plans with time frames and deadlines for key activities, based on changing and emerging needs, and ensure that standard operating procedures are developed.
  • Prepare programme reports required for management, donors, budget reviews, programme analysis, annual reports, etc.
  • Work closely with relevant sections, as needed.

2. Operational oversight and risk management

  • Work in close collaboration with the M&E team to implement a sound monitoring and evaluation system for the cash transfer. programme, undertake field visits to monitor and assess programme implementation and decide on required corrective action
  • Produce knowledge management products for the cash transfer programme through data collection and analysis, complete and accurate reporting as well as generating and documenting lessons learned.
  • Establish third party monitoring for verification of payments in close collaboration with the operations section and Harmonized Approach to Cash Transfers (HACT) focal point.
  • Ensure all applicable HACT risk management measures for HCT are implemented.

3. Partnership, Coordination and Collaboration for cash transfer programme

  • Propose to his/her supervisor potential partnerships and collaboration with internal and external counterparts, including those of the UN and national partners, in order to improve the ability to collect and disseminate development data and information, exchange information on programme/project status and implementation.
  • Ensure operational linkages between UNICEF cash assistance and relevant UNICEF sectors and the Rapid Response Mechanism
  • Actively participate and represent UNICEF in nationwide coordination forums such as the Niamey based Multi Sectoral Cash Working Group, as well as the Sub-Group on the Minimum Expenditure Basket.
  • Any other duties as required.

To qualify as an advocate for every child you will have...

  • Advanced university degree (minimum Master's Degree) in international development, social sciences, public policy, public health, or relevant field.
  • Five (5) years of relevant professional work experience in designing, implementing and managing emergency cash transfer programmes.
  • Previous research experience on humanitarian programming is desirable.
  • Basic expertise in data analysis and information management.
  • Ability to work independently and respond to feedback in a timely and professional manner.
  • Experience in emergency programme implementation.
  • Demonstrated knowledge in use of cash in emergencies.
  • Familiarity with UNICEF’s programmes in emergency contexts preferred.
  • Experience in multi-stakeholder co-ordination and facilitation.
  • Fluency in English and French (verbal and written). Good written and spoken skills in the language of the humanitarian operation and knowledge of another UN language an asset.
