UNICEF is committed to delivering on the Accountability to Affected Populations (AAP) and Protection from Sexual Exploitation and Abuse (PSEA) agendas, both of which rely upon safe and accessible mechanisms to report and provide feedback. In 2019, UNICEF Executive Director Fore advanced an ambitious agenda to scale up safe and accessible reporting channels as part of her IASC Championship on Protection from Sexual Exploitation and Abuse, and UNICEF Child Protection is working closely with EMOPs and other programme sectors to scale up this work across 32 priority countries. Similarly, EMOPS is committed to taking forward commitments to ensure that there are adequate feedback mechanisms across all areas of UNICEF programming. This position will build upon these synergies, with a focus on taking UNICEF’s AAP and PSEA commitments to scale across the humanitarian response.

The Emergency Specialist reports to the Senior Adviser, AAP Unit, EMOPS Geneva, with a second reporting line to the Child Protection Specialist, Protection from Sexual Exploitation and Abuse (PSEA), PD New York. He/she will also work in close collaboration with the Innovation team, Communication for Development (C4D) and ICTD

How can you make a difference?

The Emergency Specialist will support the scale up of Digital platforms/solutions to help UNICEF and the UN meet Accountability for Affected Population (AAP) and Protection of Sexual Exploitation and Abuse (PSEA) responsibilities and assess innovation gaps in humanitarian programming. He/she will support the development, planning, implementation, monitoring and evaluation of digital tools and solutions to support emergency interventions so that young people and the affected communities have adequate feedback mechanisms in place including to address sexual exploitation and abuse.

Technical support

  • Based on existing guidance, provide technical support to Country Offices on the implementation of feedback, reporting and grievance mechanisms through the establishment and implementation of appropriate digital platforms to support efforts to meet our AAP and PSEA commitments.
  • Roll-out the PSEA digital innovations package for country offices, including the technical note on “leveraging digital tools for safe and accessible reporting mechanisms for sexual exploitation and abuse”, which takes into consideration and builds upon existing AAP, CP and related systems, good practices and lessons learned.
  • In cooperation with UNICEF programmes, clusters and partners, strengthen data management processes to ensure that feedback collected from affected population is actioned in a timely manner, through safe and trusted channels.
  • Ensure innovative approaches are proposed to address challenges in meeting our AAP and PSEA commitments

Innovation, knowledge management and capacity building

  • Identify, capture, synthesize and share lessons of innovative practices (mobile phone software, RapidPro and other innovative tools) in emergencies related to the use of digital platforms for AAP and PSEA purposes
  • Promote critical thinking and innovative approaches to PSEA, supporting UNICEF to rapidly scale up child and gender-sensitive reporting and response systems across priority countries.
  • Develop appropriate training material and conduct webinars for colleagues, particularly those working in emergency, C4D, ICTD, innovation and technology for development
  • Support cross-regional/country learning through PSEA and AAP Communities of Practice

Programme Development, Planning and Management

  • Act as global coordinator for the implementation of the “Voices of Change” project which targets 6 countries where AAP and PSEA mechanisms will be scaled up through digital platforms, which includes overall technical support, coordination and monitoring of progress
  • Support coordination across regions and country offices on PSEA and AAP global digital development and technology innovation networks and activities
  • Identify opportunities within UNICEF and outside to further scale up the digital engagement portfolio. Work with Child Protection team and support documentation of guidelines and project planning materials to support using digital solutions in the prevention of sexual exploitation and abuse.

To qualify as an advocate for every child you will have…

  • Advanced University degree in one of the following fields: social sciences, public administration, international law, public health, nutrition, international relations, business administration or other related disciplines. Preferably a combination of management, administration, and relevant technical fields. **A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum of five (5)years of professional experience in emergency programme/project development, planning, implementation, monitoring, evaluation and administration.
  • Developing country work experience is required
  • Specialized training/experience in emergency response management highly desirable.
  • Experience in a UN organization is an asset.
  • Experience working on mobile technology platforms is required
  • Working knowledge of digital solutions, such as RapidPro, in any context is required.
  • Information technology management and business operations in a large international organization and/or corporation is required.
  • Fluency in English is required. Knowledge of another official UN language is considered as an asset.
