UNICEF Program Group is currently undergoing organizational changes; therefore, the exact location of the post has yet to be determined. Selected candidates may be required to commence duties remotely until the location is confirmed. If reassigned or relocated to New York, candidates may be expected to relocate to a new location again during the initial contract or assignment period. When working remotely, the candidate will be required to agree on working hours with the Hiring Office, which may require inclusion of all or some of the NYHQ core working hours (10AM-4PM).

To achieve better results for children, in a more efficient and effective way, UNICEF has recently initiated the mainstreaming and scale up of the use of Humanitarian Cash Transfer (HCT) across the organization. This has become a priority area of work under UNICEF’s strategic plan, as well as UNICEF’s agenda to increase the resilience of households, communities and systems.

The UNICEF Humanitarian Cash Transfers (HCT) team in the Programme Group Social Policy Social Protection team, in close collaboration with EMOPS, DFAM, SD, PD and ICTD is coordinating the scale up of the use of HCT in the organization. The current HCT scale up plan focuses on various work streams:, (i) Field support, (ii) Capacity building, (iii) Partnership and Interagency Collaboration, (iv) Management Information Systems and (v) Knowledge Management.

For every child, Hope

You will provide support to UNICEF country offices to prepare and mobilize immediate HCT response to new or suddenly deteriorating humanitarian situations, through deployment to affected country offices. You will also be technically supporting the preparation, design and implementation of HCT programmes. In addition, you will provide remote support from HQ as needed. The post requires frequent extended travel to conflict and natural disaster affecter countries and extended working hours.

How can you make a difference?

When deployed to a CO (approximately 60-75%)

  • As agreed with the Representative, help represent UNICEF in discussion with inter-agency partners, donors, government, local and international NGOs, private sector and other relevant HCT stakeholders to advocate and support the use of HCT.
  • Assist the formulation, preparation and implementation of HCT programmes.
  • Support CO internal cross-sectors HCT related response analysis.
  • Undertake, in close collaboration with CO relevant focal points, including social protection and sectors colleagues, HCT feasibility assessment.
  • Work closely with the CO social protection team to access relevant information on government social protection system to inform the choice of the HCT implementation model.
  • Disseminate UNICEF HCT related policy, guidance and tools as well as inter-agency strategies and operational guidelines.
  • Collaborate with sectoral and cross sectoral programme officers to ensure that HCT programmes are coherent with UNICEF’s country programme and its Core Commitments for Children in Emergencies (CCCs) are met.
  • Support internal emergency coordination to review progress and address bottlenecks in a timely manner.
  • Liaise and work closely with UN Common Cash System focal points from other agencies to identify complementarities and operational synergies.
  • Represent UNICEF in HCT related cash coordination forum such as cash working group, clusters, ICCG.
  • Contribute to the development, testing and rolling out of training materials, including collecting and consolidating field inputs.
  • Document field experience including new models of implementation, programmatic approach, joint programme, inter-agency coordination efforts.
  • Liaison regularly with RO, HQ and partners, through established coordination mechanisms to ensure follow-up actions at the respective levels are taken.

When not deployed to the field (approximately 25-40%):

  • Stay up to date: regular interaction with other members of the HQ cash team, to remain constantly updated on the latest key developments.
  • Support the implementation of the HQ HCT inter division workplan: technical contribution to the EMOPS/HPS lead activities, as well as provision of technical support to other HQ divisions deliverables.
  • Take part and influence headquarters internal and external discussions on humanitarian cash programming, bringing field perspective to headquarters tools, policy and procedure development efforts.
  • Work with other divisions/sections to serve as resource persons for emergency training / simulations to disseminate and promote policies, procedures, tools and approaches.
  • Collaborate with other UNICEF surge mechanisms to ensure complementarities and share learning to enhance the effectiveness of emergency deployments.
  • Performs other related duties as assigned by the supervisor.

To qualify as an advocate for every child you will have…

  • Master’s degree in Economics, Social Science, Database management, data analytics or related field is required. * *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • A minimum Eight (8) years professional work experience at national and international levels in a variety of humanitarian settings, including at least 5 years of experience implementing Humanitarian Cash Transfer programme at field level is required.
  • Experience in the provision of direct technical assistance to UN Agencies, NGOs, governments is required.
  • Excellent communication & presentation skills (written & verbal) across multiple audiences with the ability to influence others while working in a multicultural, multi-ethnic environment with sensitivity and respect for diversity is required.
  • High motivation, and dedication to deliver results within strict timeframes is required.
  • Prior experience in managing/Exposure to inter agency cash coordination is desired.
  • Prior experience in working with UN agencies (UNICEF experience preferred) at interagency level is desired.
  • Experience collaborating across multiple functions and working with operational subject matter experts, technical resources is desirable.
  • Fluency in English and another official UN language (written and verbal) is required. Knowledge of french, Spanish or Arabic is an asset.
