Under the supervision and guidance of the Regional Advisor SBC, and in close collaboration with the ECARO Emergency, Gender Advisors and other sections, the Accountability to Affected Populations/Community Engagement (AAP/CE) Specialist is responsible for providing technical and operational support in the management, co-ordination and implementation of Accountability to Affected Populations (AAP) interventions to ensure that the views and priorities of affected people are taken into account in the shaping of programming and UNICEF’s humanitarian response in affected countries.

How can you make a difference?

  1. Lead the development and implementation of strategic interventions to set up and scale up accountability to affected population (AAP) and community engagement mechanisms in the humanitarian response and regular programming.
  2. Coordinate data management, evidence generation, documentation, and monitoring of AAP in the region, and in particular, in relation to the response to the emergency in Ukraine and affected countries.
  3. Support/lead in advocacy, networking and capacity building for the adoption and scale up of AAP principles and approaches.
  4. Represent and coordinate collective AAP approaches and initiatives in humanitarian response with AAP Counterparts in the region.
  5. Other duties may be required.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: social and behavioural science, sociology, political sciences, anthropology, psychology, education, communication, public relations or another relevant technical field.
  • Minimum of eight (8) years’ hands on experience in emergency preparedness and response, accountability to affected populations, community engagement in humanitarian or development sector.
  • Demonstrated experience in developing and implementing evidence-based AAP/community engagement strategies and complaints and feedback mechanisms including data management and linkages with PSEA and other cross-cutting UNICEF teams.
  • Experience in advising, persuading on new approaches, and strong advocacy skills is an asset.
  • Experience in designing and facilitating participatory training including to senior staff and other learning sessions with diverse, multicultural teams.
  • Ability to play an advisory role, work collaboratively as part of a team and with other agencies in delivering results.
  • Similar work experience with other UN agency, international organization or other development partners is an asset
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
