This is a UNV National Specialist contract. This kind of contract is known as National UN Volunteer. It is normally only for nationals. More about UNV National Specialist contracts.

Description of task

Within the delegated authority and under the direct supervision and mentoring of the Health Specialist and M&E Specialist in Mekelle and backstopping support of the Information Management Specialist in Addis, who also acts as the Emergency Focal Person for Mekelle Field Office, the UN Youth Volunteer Emergency Specialist will provide technical contribution to the development, planning, implementation, monitoring and evaluation of the emergency interventions to advance the survival and well-being of children and mothers and communities affected by emergencies. Specific tasks will include but not limited to:

1. Humanitarian Situation Monitoring

  • Contribute to the improvement of the use and analysis of available humanitarian situational and response data from UNICEF Mekelle Field Office to improve humanitarian performance monitoring and reporting through integrated and strengthened data management;
  • Contribute to increase efficiencies and reduce staff reporting burden through integrated data management standardization and automation of outputs and information products;
  • Participate in the support provided to government and partners on the Core Commitments for Children in Humanitarian Action and assist in actualizing relevant evidence informed responses.
  • Assist the follow up of humanitarian situation in Tigray and contribute to the systematical report on how the humanitarian needs evolve and are being met.
  • Together with the Emergency Focal Person and the responsive programme officers, participate in the regional emergency cluster meetings and ad-hoc coordination task force meetings in Tigray to get the latest updates on the overall humanitarian situation.
  • When necessary, assist the support collaboration with regional and woreda appropriate coordination structures.
  • Participates in conducting field visits and in joint assessment missions as appropriate, and support in drafting mission reports with clear SMART recommendations for response and program improvement.

2. Reporting

  • Assist compiling of biweekly and weekly humanitarian Sitrep (narrative report, results matrix and HAC indicator table) with action points to be reviewed by Emergency Focal Person and shared with CFO for sharing with Chief of Emergency and ECG colleagues
  • Support in keeping UNICEF emergency situation updated

3. UNICEF Supported Emergency Programme Planning and Monitoring

  • Consult directly with the Emergency Focal Person and POs in Tigray and ECG focal points in Addis Ababa to support the implementation of Action Plan approved by Chief of Emergency and Deputy Representative
  • Participate at the sectoral taskforce meetings as required, to contribute/advocate for the timeliness and quality the implementation of UNICEF supported programmes
  • Participate in the regular field monitoring missions to access the progress made in the implementation of the programmes in person.
  • Support all section unit with monitoring the emergency situation including end user monitoring of emergency supplies.

4. Others

  • Assist with any other tasks as delegated by the Health Specialist/Emergency Focal person or by the CFO or OIC CFO

Educational additional comments

University Degree in one of the following fields: Social Sciences, Humanitarian Action, Public Health, Nutrition, Environmental Science, International Relations, Computer Science, Information Systems, Information and Communication Technology or other related disciplines

Experience remark

  • A minimum of 2 years of practical work experience at the national level in emergency or non-emergency in the areas of emergency response, coordination, project development, planning, implementation, monitoring, evaluation and reporting of the emergency response.
  • Experience of working in Tigray region, and knowledge of the health and emergency response system in the region is an asset.
