The IRC Emergency and Humanitarian Action Unit supports the IRC’s global vision of serving people affected by emergencies, including in the hardest-to-reach communities, with quality, responsive humanitarian aid. We aspire to ensure programs that are properly resourced, locally led and always designed and delivered in partnership with local organizations and communities. Members of the IRC’s External Emergency Roster are specialized professionals ready to deploy to emergencies within 72 hours to support either existing country programs in their emergency response, or to initiate a new program in crisis zones.

Job Overview/Summary

The IRC has a strong commitment to creating a culture of prevention of safeguarding in our workplace and in our programs – as well as a safe environment for reporting. We are determined to protect our clients and staff from safeguarding violations through prevention and, where misconduct is alleged, to address it without fear or favor. The Safeguarding Emergency Coordinator is responsible for mainstreaming IRC’s safeguarding approach for emergency preparedness and response, and deploying as needed as part of the Emergency Response Team to ensure safeguarding is integrated at all stages and points in our emergency responses.

The Safeguarding Emergency Coordinator will be working under the direct supervision of the Director of Strategic Initiatives in EHAU, with technical reporting to the Director of Safeguarding, and in close collaboration with ERT country directors, Senior Technical Advisors, and program coordinators.

During deployments, the Safeguarding Coordinator will lead on the implementation of the IRC’s Safeguarding in Emergencies Minimum Standards, working closely with other key stakeholders in the emergency team (e.g., Human Resources, Safety and Security, Senior Management Team). When deploying to support existing country programs responding to emergencies, this may mean updating and implementing existing Safeguarding Standard Operating Procedures in country-led emergency responses.

This overarching responsibility includes but is not limited to:

•Integrate rapid service mapping and community-based reporting questions into needs assessment

•Orient all newly hired staff, enumerators, incentive workers, etc., to IRC polices, reporting pathways, and basic survivor referral and support options

•Identify, train and mentor safeguarding leads, ensuring at least two in each IRC office/location

•Work with VPRU and Health ERT coordinators to establish referral and response pathways for survivors of violence, exploitation and abuse, and to build awareness of these pathways into community outreach and information

•Integrate safeguarding into partnership agreements and conversations; make plans as needed to support partners to reinforce their own safeguarding policies and practices

•Work with program coordinators to establish context-appropriate community-based reporting methods/tools in locations of implementation

•Participate in local mechanisms and inter-agency forums on safeguarding in emergencies

Non-Deployment Responsibilities

When not deployed, the Safeguarding Coordinator will contribute to strengthening prevention of safeguarding violations in our workplace and programming and promoting a culture of safe, survivor-centered reporting when violations occur. This will include:

•Support the orientation and onboarding of new EHAU staff

•Mainstream safeguarding across all aspects of emergency preparedness and response, including adaptation of guidance, materials, and approaches to fit the unique context of emergency responses

•Document and build good practices for integrating safeguarding into emergency responses

•Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies

JOB REQUIREMENTS

•At least 4 years of relevant program and/or safeguarding experience with an international organization in emergency settings

•Experience with client protection from abuse and exploitation, sexual violence in development and humanitarian contexts in conflict/refugee settings, and knowledge of international protection frameworks and mechanisms on safeguarding

•Experience working with GBV/ Child Protection related programs would be a bonus

•Must be capable of applying skills and knowledge in a range of capacities, including implementation, advisory functions, training and the transfer of technical knowledge and management skills to others under stressful working conditions

•Experience facilitating ongoing learning and orientation with diverse teams

•Excellent communicator with technical writing ability in at least two languages – English, French, Arabic, Spanish – is required

•Proven track record in working with teams, excellent interpersonal skills, positive and professional attitude, ability to lead and work well in a team setting and with multiple partners
