Emergency Response Team Leader (National Position) –Advertisement

NRC resumed operations in Sudan in 2020, providing humanitarian assistance, protection, and durable solutions. Our country programme integrates all of NRC’s six core competencies (camp management, education, ICLA, livelihoods, shelter, and WASH), and provides a rapid response capacity (including for the recent refugee emergency in eastern Sudan), and thematic capacities for cash and markets-based approaches, advocacy, digital modes of assistance, and co-leading various technical and strategic coordination platforms.

Role Specific Information

The purpose of this position is to oversee the day-to-day implementation of the emergency response activities under the guidance of Emergency Coordinator. The Emergency Response Team Leader is also responsible to ensure transparency, accountability, and quality of work on the ground adhere to NRC policies and are in consideration with humanitarian principles.

Duties & Responsibilities

  • Line-manage Emergency Response Assistants and ERTs in area of operation.
  • Ensure financial management of emergency response programme budgets in area of operation.
  • Present NRC emergency response programme to all stakeholders in area of operation.

  • Supervise the implementation of all emergency response activities with the technical support of the Emergency Field Coordinator, Emergency Response Manager, Field Office Coordinator and Area Manager.

  • Provide support to the Field Office Coordinator in coordinating all emergency preparedness and response activities. This will include pre-planning, assessment, coordination, leadership and overseeing emergency responses, in collaboration with the area emergency response team.

  • Provide supervision in collating regular data on context analysis, early warning/ humanitarian/ risk monitoring, trigger indicators for assessments and responses.

  • Develop timely and detailed monthly implementation plan of RRM activities in close coordination with the emergency response assistants and support departments.

  • Develop training and capacity building plans and initiatives, for the field teams and emergency response teams to ensure they have a solid understanding of the project technical design, implementation approaches, NRC & donor’s policies and tools, including M&E tools.

  • Supervise the distribution process of both Cash and In-Kind, to identified emergency beneficiaries and lead the Emergency Response Team on the ground when required in conducting distribution.

  • Lead on stakeholder engagement, community mobilization and sensitization to ensure high level of participation in emergency response projects including giving feedback on post-distribution monitoring.
  • Ensure adequate, accurate and safe records of all project deliveries (in-kind kits, CASH assistance, in-kind etc.) which should be harmonized to the registered beneficiaries including but not limited to beneficiary database, RRM kits request receipt and distributions, etc.
  • Ensure proper documentation of emergency response activities, including post-distribution monitoring, monthly activity/project reports and other reporting as required.
  • Represent NRC in emergency coordination forums, relevant clusters, donors, UN and other working groups.

Our Ideal Candidate:

  • Bachelor’s degree preferably in Social sciences, development studies or other relevant discipline.
  • Minimum 2 years of experience working in same level of position or above.
  • Experience in cash and voucher-based programming is an added advantage.
  • Proven experience from working as a Project Officer in a humanitarian/emergency context
  • Minimum 1 year of experience in emergency response working with UN or INGO or national NGO
  • Documented results related to the position’s responsibilities.
  • Good working knowledge of English.
  • Knowledge of the local context and local dynamics.
  • Political and cultural awareness and experience of working where insecurity is a major issue.
  • Strong organizational skills and ability to manage multiple tasks simultaneously. ‎
  • Ability to work independently and creatively. ‎
  • Excellent computer skills including good knowledge of MS Word and MS Excel.
  • Solid field experience, preferably from refugee/IDP programmes.
  • Proven communication, interpersonal and leadership skills
  • Experience working in rapid onset emergency response and preparedness.

Travel: 60%

Duration of contract: 12 months (Possible extension)
