We seek dynamic Vietnamese and international candidates for the consultancy: Emergency Response Roster on Education for Rapid Deployment in Viet Nam – for national and international consultants. The emergency roster includes rapid and slow onset emergency.

UNICEF Viet Nam:

Globally, Viet Nam is among the most affected countries by climate change. Each year, increasingly intense and unpredictable weather events cause fatalities and extensive damage to infrastructure, such as schools and health centres, and impact on the livelihoods of already disadvantaged communities in urban and rural areas.

Children are especially affected by these natural disasters. Access to food, water, education and healthcare is threatened and the pressure on communities - resulting from loss of income and assets - increases children’s exposure to violence, exploitation and abuse. Women also tend to be disproportionately impacted, further increasing negative effects on children, as they may be less able to provide sufficient nutrition or care.

UNICEF is working to help Viet Nam strengthen the ability of its children, families, communities and government bodies to deal with climate change-related natural disasters, with a specific focus on reducing child vulnerabilities. We support government to reduce risks, plan for natural disasters and ensure vulnerable populations are better prepared to withstand climate change shocks. Building resilience to these shocks within families and communities is paramount in this context.

With a growing evidence pool based on monitoring of climate and weather patterns pointing to a substantial risk of climate-related emergencies negatively impacting the region and Viet Nam in both the short- and long-terms, and with the ratification of several international agreements putting the heat on Viet Nam to take a robust approach to tackling climate change impacts, UNICEF has developed a vision that recognizes the importance of supporting humanitarian responses to disasters with longer-term and sustainable development work.

At the heart of UNICEF response are the Core Commitments for Children in Humanitarian Action (CCCs). The CCCs form the core UNICEF policy and framework for humanitarian action and are mandatory for all UNICEF personnel. Grounded in global humanitarian norms and standards, the CCCs set organizational, programmatic and operational commitments and benchmarks against which UNICEF holds itself accountable for the coverage, quality and equity of its humanitarian action and advocacy.

Purpose of Activity/Assignment:

To work in close collaboration with UNICEF Country Office and external partners in providing sector-specific technical assistance on Education for early action, emergency response and recovery. Target sectors and auxiliary technical areas include:

Scope of Work:

UNICEF Viet Nam aims to establish a pre-screened pool of Emergency national and international consultants for rapid deployment on Education (within 24 hours to 7 days if a rapid onset emergency is triggered). Consultants are to collaborate closely with UNICEF Country Office and external partners to support planning, early actions, response and recovery.

Rostered consultants are to provide technical assistance once an emergency is triggered as follows:

- Early actions: Emergency consultants may be involved in establishing and implementing early actions, which can involve developing emergency response plans, reviewing existing data of key indicators identifying existing vulnerabilities, and recommending proactive measures to minimize the impact of emergencies.

- Planning and need assessment: Emergency consultants develop comprehensive emergency response plans with stakeholders such as government agencies, organizations, and communities. During an emergency, consultants provide support to conduct needs assessments to determine the immediate requirements of affected children, families and communities. This involves identifying gaps in response and prioritizing interventions. Consultants work closely with national and local authorities, humanitarian organizations, and other stakeholders to ensure an accurate assessment of the situation of children, families and communities and their immediate, mid-term and long terms needs.

- Emergency Response: Emergency consultants are actively involved in coordinating and supporting emergency response efforts including all sectors mentioned above. They deliver supplies, monitor activities, and facilitate effective communication among different response entities. The consultants help ensure that response activities align with the response plans and address the identified needs in a timely manner.

- Humanitarian cash transfers (HTC): Design and delivery of child-sensitive and shock-responsive humanitarian cash transfers (HCT); Child-focused market assessments; Coordination with programme sections to strengthen the linkage between HCT with complementary interventions/services including Cash Working Group; Coordination with Government, particularly MOLISA at national and sub-national level.

- Recovery: Following the initial emergency response, consultants continue providing support in the recovery phase. This involves assessing the mid-term and long-term impacts of the emergency on children, their families and communities, facilitating the restoration of essential services and resilient building.

Duration of roster-based consultancies:

- Consultants who are selected from the roster will work on specific deliverables and with timeframes as determined by the office based on project needs (not exceeding 36 months).

- The length of the contract will depend on project needs and funding availability.

- The Roster will remain valid for 36 months, during which time selected consultants may be consulted by the country teams directly.

To qualify as an advocate for every child you will have…

1. Advanced degree related to 'target sectors' (above) or equivalent experience on Education, Education in Emergencies, social sciences;

2. Minimum 7 years of progressively responsible relevant experience in at least one of the 'target sectors' with preferred experience in additional technical areas.

3. Demonstrated experience as a consultant in an advisory role is required; experience in emergencies is strongly preferred.

4. Strong mixed quantitative and qualitative skill set in terms of risk assessment and data analysis.

5. Excellent interpersonal skills, including the ability to facilitate and communicate effectively to technical and non-technical audiences and contribute to an interdisciplinary team.

6. Demonstrated ability to take initiative, work independently, and make sound, informed decisions.

7. Proven ability in building and mentoring capacity of government counterparts, with experience working closely with ‘potential beneficiaries’ (above); experience working with the UN and/or a NGO is an asset.

8. Fluency in English (verbal and written) is a must. Proven experience of high quality report writing and documentation.

9. Availability for rapid deployment on short notice.

Technical and Financial Evaluation Criteria (With weights for each criteria):

A two-stage procedure shall be utilized in evaluating proposals, with evaluation of the technical proposal being completed prior to any price proposal being compared.

For evaluation and selection method, the Cumulative Analysis Method (weight combined score method) shall be used for this recruitment:

a) Technical Qualification (max. 100 points) weight 70 %

· Language and content of cover letter: 20 points

· Relevant Education Qualifications: 30 points

· Relevant work/technical experience: 50 points

b) Financial Proposal (max. 100 points) weight 30 %

The maximum number of points shall be allotted to the lowest Financial Proposal that is opened/evaluated and compared among those technical qualified candidates who have attained a minimum 70 points score in the technical evaluation. Other Financial Proposals will receive points in inverse proportion to the lowest price.

The Contract shall be awarded to candidate obtaining the highest combined technical and financial scores, subject to the satisfactory result of the verification interview if needed.

Once a consultant roster is created, when a task that requires a particular expertise arises, UNICEF Vietnam will approach one or more consultant candidates in the pertinent workstream(s) of the roster with a specific Terms of Reference to discuss availability and interest, as well as further assess expertise and experience vis-à-vis the specific terms of reference.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
