Here's where you come in:

As a Cash and Voucher Programming (CVP) Technical Specialist in an emergency response, you will provide technical leadership on need/gap analysis, cash feasibility analysis (market assessment, FSPs assessment, Risk assessment, etc), program design, implementation, monitoring and learning interventions as well as coordination and engagements representing the World Vision Field Office. You will support the integration of cash programming into different sectors and multipurpose objectives.

Key Responsibilities:

Project Planning and Design

  • Ensure that Cash & Voucher Programming projects are designed to meet or exceed donor and industry standards and guidelines.
  • Provide technical support to World Vision (WV) cash programming including Cash feasibility assessments, Market assessments, determination of response options, transfer value calculation, selection of delivery mechanisms and appropriate modalities.
  • Work closely with technical sectors: (Livelihoods & Resilience, Health & Nutrition, Education & Protection, WASH), Departments: RAM, Operations, ICT, Finance & Supply Chain and other Support Services for effective planning and implementation of Cash & Voucher Programming within WV.
  • Ensure Financial Inclusion, Social protection, social accountability, anticipatory action are reflected in the design process.
  • Ensure the incorporation of digital payment systems and platforms in all WV programs and coordinate its implementation.

Operations Support

  • Support field teams to set up CVP operations.
  • Develop and/or review Standard Operating Procedures (SOPs) for the selected delivery mechanisms (Mobile Money, Electronic Voucher, Banks, etc.).
  • Provide orientation during startup workshop.
  • Support digital registration and data management.
  • Ensure that monthly and regular reports are submitted timely (CTMR, donor reports, etc.).

Coordination and Networking

  • Lead coordination and networking initiatives representing WV. This includes engagements with the Cash Working Group, CaLP, Government agencies, Consortiums, Clusters, L/INGOs and other stakeholders in that space.
  • Where possible, provide leadership for working groups or task teams.
  • Work with RAM, Technical Teams and partners to develop winning proposals that incorporate CVP as a modality.
  • Establish And maintain good relationship with Government Departments, CBOs, funding partners, Support Offices, & private sector actors involved in CVP.

Capacity Building

  • With the support of Global Centre CVP leads, lead CVP Capacity assessment and capacity building initiatives for WV staff and partners.
  • Provide technical and supervisory support to WV partners utilizing CVP modalities.
  • Ensure ongoing coaching and mentoring of project staff in order to ensure that they are able to perform and achieve the desired results.

Financial and Contractual Management

  • Liaise with the finance team in budget preparation for CVP projects.
  • Oversight to ensure the projects are implemented in accordance to the approved budgets.
  • Work closely with Finance Department to track financial transactions from funding partners to WV and eventually to recipients.
  • Initiate and Manage the contractual processes among key partners and support offices in consultation with the WV risk and compliance department.

Monitoring, Evaluation, Accountability & Learning (MEAL)

  • Innovate, test or replicate good ideas to scale up multipurpose cash based programming both in humanitarian, social safety net or development programming.
  • Set up CVP monitoring, accountability and learning systems and address findings and recommendations on a regular basis.
  • Design and facilitate market assessments and document lessons for sharing internally and with key partners.
  • Ensure regular program reports are generated and shared internally, with project partners.
  • Ensure internal control systems are in placed to identify and manage potential risks associated with CVP.
  • Create an environment that support creativity and innovation.

Knowledge, Skills and Experience:

Required Education, training, license, registration, and/or Certification

  • Bachelor degree in the fields of: Social Science, Economics, Statistics or related field. A postgraduate training in Monitoring & Evaluation, Statistics, Economics, Computer Science, Agriculture or related field will be an added advantage.

Required Professional Experience

  • Have at least 7 years’ experience in Humanitarian sector, 3 years of which at management level of Cash and Voucher Assistance programing.
  • Experience in engaging with donors, private sector players, government agencies, INGOs among others.
  • Experience in managing diverse team including experience in working with internal staff.
  • Experience working with both local and internal partners to design programs, implement or build capacity.
  • Experience in setting up functioning monitoring and accountability systems.
  • Experience in coordinating multi-agency programs and consortium/network development.
  • Project planning and project team leadership.
  • Understanding of program design process, and monitoring/evaluation frameworks.
  • Management of complex government/institutionally funded programs/projects.
  • Excellent communication skills (oral and written) with ability to express ideas and concepts clearly and persuasively with senior internal and external stakeholders.
  • Experience in strategic thinking and planning skills, able to set priorities, prepare manageable work plans and to evaluate progress.

Required Language(s):

  • Effective written and verbal communication in English. Other UN languages such as French, Arabic, Spanish, Portuguese, preferred.

Required travel and/or work environment accommodations.

  • Ability to travel to/within domestically and Internationally as required.
  • Work hours are often in excess of 12 hours per day during difficult periods of the response.
  • Responses are often mounted in insecure or natural disaster-prone contexts, which may disrupt normal work patterns and generate staff safety issues.
  • Work and housing environments may at times be well below normal standards in terms of facilities, equipment, food availability and hygiene.

Preferred Experience, Knowledge and/or other Qualifications

  • Hostile Environment Awareness Training (HEAT) or equivalent security training certificate.
  • Certified trainer, coaching and mentoring experiences.
