What we are looking for:

NRC Sudan seeks an experienced Emergency Response Project Manager to oversees the newly merged LFS and Cash and Markets teams, managing multi-purpose and emergency cash assistance under the Cash Consortium for Sudan. Pending donor approval, responsibilities extend to implementing a food security project subsidizing bread costs through cash grants to bakeries and bread vouchers for vulnerable households. Additionally, the role supports recalibrating NRC’s market-based interventions in West and Central Darfur, coordinating with partners, fundraising, and developing proposals. It also involves negotiating with authorities to ensure principled cash response implementation and building staff capacity in emergency response.

What you will do:

• Program Design and Planning;
  • In consultation with partners, colleagues, area office management, Emergency Response Manager (ERM), and Area Programme Manager, maintain a watching brief on the humanitarian situation and in particular displacements.
  • With the support of the Area Programme Manager, collaborate with the ERM and Cash and Markets teams on the design and development of programs, ensuring feasibility and relevance in the context.
  • With technical support from the ERM and APM, lead emergency, needs, feasibility and market assessments to inform emergency response and cash and markets programming
  • Support the ERM and APM in writing concept notes and proposals focused on emergency response and cash and markets programming.
• Emergency Monitoring & Preparedness;
  • Regularly monitor and report on emergency trends, as well as socioeconomic vulnerability, and market functionality. Using both external and internal information/data, provide updates related to NRC Sudan’s early warning indicators and emergency triggers on a monthly and adhoc basis.
  • Ensure the early warning and alert system is regularly monitored (including key informant identification and communication), communicate with relevant stakeholders (e.g., local authorities, clusters, I/NGOs) to collect information on contextual changes and emergency situations, and raise alerts when needed.
  • Support the implementation and follow-up of key emergency preparedness actions.
  • Attend relevant cluster and coordination meetings .
  • Explore innovative ways to support market actors and partners, in order to strengthen humanitarian market-driven responses to emergency situations.
• Partnership Management;
  • Build and maintain strong relationships with partners, ensuring effective communication, collaboration, and coordination throughout program implementation.
  • Work in coordination and collaboration with partners to undertake emergency, needs, feasibility and market assessments that will inform partner / NRC programming.
  • Support partners with technical and operational guidance, and request additional support as required, to ensure smooth implementation of programming.
  • Deliver training sessions and capacity-building activities, ensuring that participants have the necessary skills and knowledge to effectively implement and manage projects.
• Program Implementation;
  • Oversee the implementation of ER programming, including interventions in cash and voucher assistance and market-based programming, ensuring adherence to program design, standards, and protocols.
  • Make response recommendations for NRC and/or partners based on evidenced needs, ensuring alignment with community priorities.
  • Lead field colleagues and partners in the planning and execution of ER, cash and voucher, and market support interventions ensuring that implementing teams are aligning with associated programmatic standard operating procedures (SOPs).
  • Collaborate with partners and colleagues to develop detailed implementation plans, timelines, and budgets for program activities.
  • Coordinate with partners, colleagues, and other stakeholders to facilitate program activities, including procurement, funds transfers, beneficiary registration, distributions, and monitoring.
  • Monitor program progress and performance, identify challenges and opportunities in a timely manner, and take corrective actions quickly to ensure objectives are met. Includes undertaking regular and frequent supportive field visits, and monitoring progress of NRC and partner activities.
  • Strong communication with communities to disseminate information about emergency assessments and responses and obtain relevant information, including feedback in a culturally appropriate manner.
  • Ensure adequate documentation and data collection during emergency responses
  • Support internal and external coordination with key stakeholders to enable rapid and effective emergency responses.
  • Develop and manage program budgets, ensuring accurate forecasting, expenditure tracking, and compliance with internal standards of risk management and in compliance with donor requirements and financial regulations.
  • Monitor cash flow processes, and financial transactions related to ER and C&M activities, and ensure timely and efficient use of funds.
  • Lead narrative reporting on activities delivered in area of operations, in collaboration with MEL colleagues, ER staff, and the PDM.
  • Coordinate with Finance on the financial reporting and reconciliation processes.
  • Develop and update procurement plans, raise PRs in close coordination with Logistics, and track project procurements to ensure timely delivery of goods and supplies.
• Monitoring, Evaluation, and Learning;
  • Support and collaborate with NRC’s Monitoring, Evaluation and Learning (MEL) team in conducting baseline assessments, post distribution monitoring, and relevant analytical activities and ensure the accountability.
  • Develop and implement monitoring and evaluation plans to assess program effectiveness, efficiency, and impact.
  • Collect and analyse data on program outputs and outcomes and use findings to inform program adjustments and improvements.
  • Facilitate learning and knowledge-sharing among program staff, partners, and stakeholders to promote continuous improvement and innovation.
• Team leadership;
