NRC is looking for an Emergency Response Manager to join the Afghanistan mission. The role holder is responsible for the coordination and leadership of the different emergency response initiatives in Afghanistan. He/she will lead the programme development of the emergency response and ensure quality implementation, in addition to allocating needed resources for emergency.

What You Will Do

  • Strategy, technical guidance, and standard operating procedures development.
  • Emergency set-up development.
  • Donor proposals, budgets, and donor reports development and quality compliance.
  • Macro logical framework analysis development.
  • Key learnings extraction from the emergency response implementation, and incorporation in emergency response and staff development.
  • Systematic training and capacity building of technical staff.
  • Emergency preparedness planning development.
  • Representation and collaboration in external coordination forums/clusters and with authorities and other key stakeholders.
  • Fundraising: Developing and revising funding proposals, budgets, and donor reports.
  • Technical Quality: Developing technical standard operating procedures, guidelines, tools, etc. Providing technical direction and project implementation support.
  • Learning: ensure key learnings are extracted and incorporated. Strengthening Protection monitoring and evaluation tools and systems, and supporting programme learning throughout the project-cycle.
  • Coordination and Representation: Represent the organization in external coordination forums/ liaise and collaborate with authorities and other key stakeholders .
  • Advocacy and Coordination: Contribute to advocacy objectives through meaningful engagement in briefings, development of advocacy products, and coordination.
  • Capacity Building: Providing training and building capacity of technical staff.

What You Will Bring

  • Emergency response expertise in a humanitarian/recovery context.
  • Humanitarian coordination experience.
  • Multi-country disaster preparedness, response, and recovery programming exposure.
  • Afghanistan context and humanitarian community response experience and knowledge.
  • High risk, insecure, opaque, complex, and volatile context exposure.
  • English fluency, both written and verbal. Knowledge of the local language (Dari and Pashto).

What Makes This Position Attractive?

  • The humanitarian situation in Afghanistan is complex, protracted, and worsening. The country recently underwent a regime change in a short space of time. The current regime has limited resources and/or systems in place to provide basic services. In addition to this, internal displacement has taken place due to conflict, climate change, and the economic crisis currently experienced in the country. Afghanistan is facing an unprecedented humanitarian crisis with a risk of systemic collapse and human catastrophe.
  • It is anticipated that an extended phase of emergency programming, and an emergency role, is needed to be able to develop and coordinate the emergency initiative. This is managerial position with specialist competences in Emergency Response, and placed in Programmes Department.

NRC Afghanistan is one of the leading humanitarian response agencies (particularly for Afghans forced to flee), maintaining a presence of 12 offices and over 1,000 staff in 14 provinces across the country.
