SCOPE:

Under the direct supervision of the Field Coordinator IRC Jigjiga field office and the Emergency Response Coordinator at Addis, the Emergency Response Manager will lead the IRC Somali region ERR intervention sectors, actively lead & engaged in emergency assessment, proposal developments, response planning and response set up, reporting, team management, monitoring and post intervention assessment, facilitating trainings, team development & capacity buildings and coordination & representation IRC in humanitarian coordination , cash working group , Agricultural Task Forces and WASH cluster in the region and at the Zonal levels where IRC has presences in ERR projects/programs.

Major/key responsibilities:

Technical Support

• Take part in multiagency field assessments (seasonal, rapid) and quick need assessment in the event of an emergency with Addis and field team as well as with partners.

• Assist IRC Ethiopia Emergency Response Team and field offices in surveys, assessment, response planning, in implementation and monitoring of emergency responses.

• Take deployment assignments, organize, lead emergency operations and assessments in new locations in the field, assist in hiring field staff, locating warehouse and office and set up emergency response in new areas when needed.

• Lead emergency response team in new intervention areas and implement quick responses for brief period as required.

• Facilitate emergency response capacity building trainings and workshops for IRC and partner staff.

• Assist field offices in preparation and review of emergency response proposals.

• With guidance from Emergency Response Coordinator and ERD Coordinator, assist the IRC Cash Transfer Programming initiative and emergency preparedness micro planning.

• Assist in set up, implementing and monitoring of beneficiary feedback mechanism.

• Support and follow up the EH/ERR officer on preparing BOQ of materials and labor for hardware activities including water scheme rehabilitations, new water scheme developments, sanitation facilities and other infrastructures under ERR projects.

• Monitor and make sure that all ERR interventions are done with in the required qualities and time frame.

• Provide technical support for other departments as required.

Programs Management

Grant, Budget and procurement Monitoring and Management

• Take the lead in the preparation of proposals, CN, wok plans, procurement, and Spending plans in collaboration with the ERR team and other departments.

• Assist in tracking and review of spending of ERR interventions in the field in line with original plan, and burn rate goes in line with the activity implementation progress and take actions timely.

• Lead the project cycle meetings (POM, PIM, PCM, PLM) and monthly Budget Vs Actual review meetings are communicated and facilitated as per their standards and ensure the action points assigned for IRC Jigjiga ERR team are addressed, tracked and reported on time.

• Assist in tracking of emergency supplies dispatch, distribution and utilizations in different disaster affected communities and construction sites including full documentation.

• Closely follow up the Budget Vs Actual through online system and closely work with finance, supply chain, HR/Admin, Field coordinator and Addis ERR team on the cleaning up of the commitments in the BVA.

Proposals, Monitoring and reporting:

• Collect, Compile and share all required internal ( weekly progress updates, monthly progress reports, monthly management reports, intervention trackers, indicator trackers) and external reports including ( Donor and government quarter, annual and terminal reports), W4 matrixes, and assessments reports to the required body in their due date.

• Assist the national ERR team in the review of proposals from partners and by the IRC for direct interventions are as per the requirement and standard, in making technical monitoring visits and track of their progress when needed .

• Take the lead in the development of the direct intervention proposals and assist the field team and program unit in drafting proposal and ensure the government agreement MoU for each project are signed with relevant regional government Bureaus on time.

• Participate and assist in the monitoring of IRC direct interventions and sub granted projects.

• Properly facilitate IRC Ethiopia , government and donor monitoring visits and project evaluations.

• Conduct frequent field monitoring visit of the IRC Jigjiga ERR projects and provided feedbacks and remedial action in timely manner.

• Closely work with MEAL team on the project indicator tracking, conducting of different assessments and collection and addressing of client feedbacks.

Representation, Coordination and Working Relationship

• Build strong work relationship with IRC Jigjiga and Addis program and operation staff, government and other partners.

• Work closely with IRC Ethiopia and Jgjiga ERR, EH, Health, CWI, Program and other units for increased integration and team work.

• Regularly, represent at Somali regional and Zonal WASH cluster Coordination and other relevant emergency coordination forums with NGOs, UN agencies, government Bureaus in regions and share updates on this and emergency situations to supervisor.

• Assist the regional cluster in assessment, preparation of guidelines, other technical documents etc.

• Organize and Share regular IRC update to the WASH cluster including 4W matrixes.

Team management:

· Ensure that strong team work build up among Jigjiga and field based ERR team.

· Ensure that clear goal set for each of ERR team and provide coaching, mentoring and ongoing regular feedbacks up on the team performance.

The ERR manager shall take any additional responsibilities as requested by his/her supervisors, assistant ERR coordinator and/or SMT

Qualifications

• BSc/BA or MA/MSc in a related field of studies from a recognized University.

• 3 years of management experience on Emergency response.

• 2 years’ experience in managing and coordinating programs.

• Previous coordination experience on multi sectors intervention.

• Knowledge and understanding of current contexts and management of emergencies.

• Excellent written and oral communication skills.

• Strong communication, networking, and representation skills.

• Self-motivated, honest, and highly responsible.

• Ability to work as part of a team as well as to work autonomously when required.

• Have excellent skill in coordination and integration with external stakeholders \.

• Good command of both spoken and written English.

Skills required

• Proven management experience

• Good project management skills. Ability to plan, organize, and supervise implementation of WASH related emergency responses;

• Thorough knowledge and understanding of current contexts and management emergencies in Ethiopia Somali region;

• Experience in leading emergency response team and implementing emergency response and development multi sector interventions in local community context at stretched geographic locations and experience in deployment assignment in relevant emergency response in country as well as abroad is a plus.

• Ability to work under pressure, long working hours and with high workload;

• Self-motivated, energetic, honest, highly responsible, and punctual;

• Ability to work as part of a team as well as to work autonomously when required;

• Very good at computer skill- Microsoft Office (Word, Excel, Power Point and e-mail),

• Ability to organizing and facilitation of trainings.

• Skills and experience in staff management, budget management and building effective teams.

• Have good skill on coordination and integration with government actors and other partners.

• Have good report writing skill.

• Good command of both spoken and written English and local language of the area is plus

• Knowledge with regional contexts are an added advantages
