ABOUT TECHNOLOGY DIVISION AT WFP

WFP Technology Division (TEC, formerly known as the IT Division) is the digital business engine of the World Food Programme, providing the business with multi-pronged and resilient technical capabilities able to respond with the agility required in humanitarian operations. Technology and connectivity are rapidly reaching some of the most vulnerable people and places affected by crisis, but they are also increasingly expanding to the services responding to those same crises. As one of the main humanitarian actors, WFP has the opportunity and the obligation to leverage data and technology to better know and serve those in need by digitally transforming the way it works.

THE ROLE

TECF is the emergency preparedness and response branch of TEC and is responsible for coordinating and managing WFP’s Information Technology response to emergencies, including the global leadership of the Emergency Telecommunications Cluster (ETC), WFP’s Unmanned Aircraft Systems (UAS) project, the Telecommunications Security Standards (TESS) project and the rapid deployment of FITTEST. Within its mandate, TECF coordinates Emergency Preparedness and Response (EPR) planning and activities across the entire TEC division. TECF also oversees the development of telecommunication solutions and recommends standards for end-user telecommunication equipment.

TECF is looking for a person with hands-on experience of deploying and managing IT services in emergencies to contribute into WFP TEC EPR policy framework and with good knowledge of emerging digital technologies for development of new telecommunication solutions for WFP operation in emergencies. The incumbent will apply their knowledge, skills, business analysis tools and techniques to ensure that the organization’s global requirements and expectations are met. The incumbent will contribute to the management and continued improvement of TEC EPR framework as well as to the development of telecommunication services for emergency operations and for day-to-day needs.

This role will apply their knowledge, skills, business analysis tools and techniques to ensure that planning, design, testing, and implementation activities are carried out for innovative telecommunication solutions, beneficial to WFP. Emergency experience and good skills in policy writing are required to review and update TEC EPR protocols, policies, and standard operating procedures (SOPs).

KEY ACCOUNTABILITIES (not all-inclusive)

• Review and analyze TEC EPR framework, identify need in formation and/or evaluation of TEC emergency protocols, policies, and SOPs. Decide and recommend course of action that will best address the problem to the IT staff in Country Offices (CO) and TEC teams. • Contribute to developing new/ updated TEC EPR policy documents. • Collaborate with TECF teams, representatives from TEC branches, Regional IT Officers (RITO) during formulation and revision of TEC EPR documents. • Implement and put chosen policy options into effect. Communicate changes in EPR framework that may affect operations of CO IT, regional IT and TEC branches. • Planning, research, testing, and implementing new telecommunication solutions and protocols into the organization for use in emergency response and regular WFP operations. • Define procedures and provide guidance on how emerging technologies would be tested with potential scenarios based on needed testing outcomes. • Responsible for overseeing the entire development process for new solutions, from the initial planning phase to implementation and standardization of services and solutions. • Liaise with suppliers of new products and components. Source new technology components to aid the innovation process. Manage sensory evaluation of commercialized products. Participate in the RFP process. Review and sign-off specifications. • Ensure timely analytics and reports on emerging concepts relating to telecommunications technologies beneficial to WFP emergency operations and staff safety and security. • Perform any other duties as required.

STANDARD MINIMUM QUALIFICATIONS

Education:

Advanced University degree in computer science, telecommunications engineering. A degree in business management or training and knowledge of business analysis philosophies and methodologies would be an asset.

Experience:

• Five years or more of post-graduate progressively responsible professional experience in telecommunication and IT systems analysis, design, and development. • Experience in development, deployment and delivery of telecommunication and IT solutions and/or services in field emergency operations primarily focusing on staff safety & security and voice. Data services. • Experience with new telecommunication technology solutions for staff safety & security and for rapid voice/data services. • Experience in client-facing roles in technology implementation projects. • Experience in collaborating with different humanitarian actors or different service providers to design and decide on user services. • Complex projects management skills requiring innovative recommendations and approaches. • Experience in IT Policy writing is desirable.

Language:

Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

MORE ABOUT YOU

• Knowledge in WFP core operations, particularly emergency response, including operating procedures, protocols, technologies, and equipment is desirable. • In-depth knowledge of and hands-on experience in radio communication systems, computer networks, satellite voice and data and related telecommunication systems. • Strategic thinking, business analysis and ability to translate user requirements into new processes and solutions. • Critical thinking and creativity; persuasive communication and ability to influence. • Ability to consult with colleagues at all levels of the organization, identify IT requirements and articulate technical information in easily understood terms. Collaborative hands-on team member and relationship-builder. • Good organizational skills and time management. TERMS AND CONDITIONS

  • This is an International Professional position and is open to all nationalities.
  • Mobility is and continues to be, a core contractual requirement in WFP.
  • The selected candidate will be employed on a fixed-term as well as a rotational contract with a probationary period of one year.
