Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

Under the overall supervision of the FAO Representative of Somalia, and the direct supervision of the Head of Programme of FAO Somalia and the Emergency Programme Coordinator and in close coordination with FAO Emergency units and Programme team.

Technical Focus

The incumbent will provide support to the Emergency Unit members and country offices units in the production and management of information analysis and products, consolidation, and synthesis of data, Emergency Preparedness and Response documents quality reviews, etc. for integrated emergency preparedness and response scale-up at Country Office (CO) level.

Tasks and responsibilities

- Monitors the progress of both pipeline and ongoing projects at national level and prepares relevant reports and briefs according to pre-established formats. - Identifies projects/programmes facing problems and draws them to the attention of responsible officers/units concerned and follows up with budget holders on projects/programmes. - Contributes to programme development and project formulation processes in accordance with the relevant procedures and in conformity with relevant FAO priorities and Strategic Framework. - Cooperates with the funding liaison units and other units in the mobilization of resources required for technical assistance projects. - Ensures close oversight of project appraisal and approval processes in line with the revised Project Cycle guidelines and undertakes necessary follow-up actions with relevant departments/units. - Provides support to the budget holders in ensuring the provision of scheduled inputs including experts, consultants, equipment, fellowships, training, and sub-contracts, and technical backstopping, and monitors their timely execution, in line with project work plans. - Monitors timely action relating to preparation of delivery estimates, pipeline reviews and preparation of project related reports (progress and terminal reports). - Participates in the analysis of technical and operational backstopping requirements for the field programme in collaboration with the respective budget holders. - Acts as focal point, oversees, and coordinates the collection and storage of information and documents. - Provides guidance and advice to project budget holders on procedural issues relating to project operations. - Monitors the completion of field projects and follows up with budget holders to ensure the timely submission of terminal reports and operational and financial closure of projects. - Performs other duties as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in business administration, international relations, or related field (agriculture, business administration and management, or other fields related to the work of the Organization); Advanced university degree in the mentioned areas is an added advantage. • Three (3) years of relevant experience in the preparation, editing and revision of technical/scientific and policy documents and in organizing meetings and workshops in developing countries, especially in countries that are vulnerable to disaster or other emergency risks. • Working knowledge (proficient – level C) of English and limited knowledge (intermediate – level B) of one of the other official FAO languages (Arabic, Chinese, French, Russian and Spanish). For PSA, working knowledge of English.

Technical/Functional Skills

• Work experience in more than one location or area of work, particularly in field positions is desirable. • Relevance experience in supporting programme formulation and implementation of emergency and rehabilitation programmes. • Relevance of experience in collecting, analysing, and summarizing technical information and data. • Familiarity with standard office and data analysis software.
