OBJECTIVES OF THE PROGRAMME
The mission of WHO's Health Emergencies Programme (The Programme) is to build the capacity of Member States to manage health emergency risks and, when national capacities are overwhelmed, to lead and coordinate the international health response to contain outbreaks and to provide effective relief and recovery to affected populations. The WHO Health Emergencies Programme is responsible for ensuring that emergency-affected populations have access to timely and effective health services. This includes ensuring a strong emergency management system (based on incident management), effective and inclusive coordination mechanisms, joint assessments and planning by partners, implementation of operations and services according to agreed standards, and strong preparedness and contingency planning support.
DESCRIPTION OF DUTIES
The incumbent will perform the following duties:
Ensure timely and proper implementation of WHO activities in the area of Country Health Emergency Response and Preparedness & contingency plans in collaboration with the Ministry of Health and other sectors
Provide technical insight to the MOH in developing/updating national plan of action for health security
Provide technical insight to the WCO in developing/updating country profile for potential hazards and national public health plan for emergency preparedness and response to all hazards and hazard specific contingency plans
Contribute effectively to the risk assessments and evaluation of all-hazard health emergencies, including the IHR (2005) in collaboration with IHR/Communicable Diseases Officer
Provide technical advice at country level on priority issues such as: emergency preparedness, and response; strengthening health systems, operational readiness and essential public health functions.
Support WHE Team Lead for emergency preparedness and response and collaborate actively with, the Incident Management team in the oPt
Collect and analyze data and information required for any WHE-related documents to be presented to WHO Governing bodies,
Create channels of communication with relevant stakeholders to ensure the successful implementation, monitoring and evaluation of capacities, as well as the identification of financing for WHE country plans.
Link with institutions, associations and non-governmental agencies and scientific bodies, for exchange of information, coordination of activities and implementation of sector wide approaches.
Foster collaboration with partners and donors at national, regional and global level to support the country to finance and implement national plans
Prepare for and organize technical missions/workshops for strengthening emergency preparedness and response
Perform other emergency related activities as requested by HWCO
REQUIRED QUALIFICATIONS
Education
Essential: University degree in medicine or public health Desirable: Master or postgraduate training in Public Health or other relevant areas. Specialized training in emergency/disaster preparedness and response.
Experience
Essential: At least two years of relevant experience in implementation of emergency preparedness programmes/projects Desirable: Relevant work experience in UN agencies; experience working in relevant non-governmental or humanitarian organizations. Relevant experience in the implementation of health humanitarian projects
Skills
Excellent theoretical and practical knowledge of health emergencies
Excellent interpersonal skills with ability to communicate with partners
Demonstrated capacity to write technical documents in a clear and concise manner
Familiarity with other global health security threats in the region, as well as issues and practices for disease prevention and control
Demonstrated organizational skills with the ability to multi-task and produce results under pressure.
Knowledge of the UN and humanitarian systems for emergency response and preparedness.
Good presentation and writing skills

REMUNERATION
Remuneration comprises an annual base salary starting at ILS 201,346 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
