1. Background and Justification

* Purpose of the Position:

In the context of the WHO Health Emergencies Preparedness and Response (EPR), the incumbent will provide financial and administrative support at the Hub level. The purpose of this position is to implement the operations of the Regional Emergency Hub to ensure a smooth running of the operations in administration, general budget and finance, human resources, conference services, logistics, building management, and security.

2. Job Description

* Objectives of the Program and the immediate Strategic Objective

The mission of WHO’s Emergencies Preparedness and Response (EPR) program is to support member states to i) prepare for and prevent disease outbreaks and health emergencies, ii) promptly detect, report, and confirm outbreaks, and iii) strengthen and sustain their capacity to respond to and recover from the negative effects of health emergencies.

*Organizational context

Reporting to the Operations Support and Logistics Officer (1st level supervisor) while under the overall guidance of the Regional Operations Support and Logistics Lead, who will also be the 2nd level supervisor. The Emergency Operations Officer will manage and implement the overall operations of the office in the area of work planning, monitoring budget and finance, human resources, information technology services, logistics, building management, security, and all other operations required for the efficient and effective smooth running of the office. In addition, the incumbent will liaise with counterparts within the organization to ensure coordination and implementation of operations and administrative services.

*Summary of Assigned Duties

Within the framework of the delegated authority, the incumbent is assigned all or part of the following duties, which are performed according to the needs:

Financial Management:

  • Provide input to the Hub in managing and implementing the operations linked to the financial, administrative, and human resources, information systems, logistics, building management, security, and all other operations-related issues.
  • Administer the budget and finance of the office and ensure compliant and efficient use of financial resources within the Office in accordance with financial rules and regulations.
  • Prepare and assess the operational budget, provide input to the Hub on fund utilization, and ensure timely adjustments to respond to emerging needs at regional and/or country level.
  • Complete Award Activation, Distribution, and Amendment requests.
  • Monitor the utilization of award budgets against expenditures, award distributions against approved project funding, and PB allocations.
  • Monitor the overall allocation of financial resources for the office through the use of the GSM oracle system and other financial tools, providing financial reports, data, and statistics.
  • Provide guidance on financial administration to managers and staff.
  • Prepare and monitor the implementation of work plan activities, ensuring objectives and priorities are met and on track.
  • Ensure the administration of Human Resources activities linked to recruitment, screening of applicants, reassignment of staff, contract administration, and other HR-related activities.
  • Organize the administrative functions at the office and manage the effective work of the administrative support in the offices to ensure effective administrative support.
  • Ensure smooth running of operations, including procurement of goods and services, travel, communications, conference services and information technology needs of the office, and local service requirements.
  • Monitor and assess all contracting and contract administration of the office, ensuring compliance with WHO organization’s regulations, rules, procedures, and guidelines.
  • In case a Field Security Officer position is not established in the duty station, coordinate with the United Nations Department of Safety and Security (UNDSS) and/or Regional Field Security Officer to ensure the Minimum Operating Security Standards (MOSS) compliance, timely report on security-related incidents, disseminate security and travel advisory information, and arrange security briefings and training of staff.
  • Perform all other related duties as assigned.

Educational (Qualifications):

Essential:

  • First university degree in Business Administration, Management, Human Resources, or a related field from an accredited/recognized institute.

Desirable:

  • An advanced university degree (Masters level or above) in Business Administration, Management, Human Resources, or a related field.
  • Professional certification in areas such as finance, accounting, operations management, etc.

Experience:

Essential:

  • A minimum of five years' experience working in operations and/or administration, implementing budget and finance, human resources, logistics, and building management services.
  • Experience in supporting emergency or health outbreak operations.

Desirable:

  • Prior humanitarian working experience at the field level with WHO, other UN agencies, health cluster partners, recognized humanitarian organizations. or with an international nongovernmental organization.
  • Good knowledge of end-to-end business processes in WHO GSM Systems or similar ERP Systems.

Languages:

  • Essential: Expert knowledge of English.
  • Knowledge of another UN official language would be an asset.

Other Skills (e.g., IT)

  • Excellent knowledge of Microsoft Office applications.

REMUNERATION

Remuneration comprises an annual base salary starting at RANDS 864,712 (subject to mandatory deductions for pension contributions and health insurance, as applicable) and 30 days of annual leave.
