The Emergency Operations Division (EME) contributes to WFP’s strategic goal of achieving Zero Hunger by 2030 through the management of an emergency preparedness and response portfolio. It provides a field focused, service oriented, steering and convening role focusing on forward looking preparedness and support to emergencies to ensure a swift, coordinated, and integrated response.

ORGANIZATIONAL CONTEXT AND PURPOSE OF ASSIGNMENT

This Vacancy Announcement will support the building of a pool of emergency officers. The selected candidates at the end of the recruitment process will be part of a pool and will be expected to be mobilized on a short-time to any WFP operations. The selected candidates will be contacted for mobilization when the need arises. The hiring team will reach to the selected candidates on a regular basis to update their availabilities and profiles.

The position will be part of a team of emergency officers with the operational and technical skills to contribute to the design, management, coordination and implementation of emergency preparedness and response operations, facilitating timely, efficient, and effective approaches that are integrated across functions. In the field, the position could operate with a high degree of independence and support staff in analytical work and make contributions to ensure successful implementation of emergency preparedness and response activities.

The Emergency Officer will provide analytics and contributions to support the development and implementation of emergency responses, plans and processes at HQ/RB/CO level that effectively meet food assistance needs. The incumbent will be expected to deploy on a no-regrets basis to humanitarian emergencies on short notice in support of RBs/Cos.

KEY ACCOUNTABILITIES (not all-inclusive)

• Contribute to the coordination and implementation of response activities and plans in support to management at CO/RB/HQ level in line with WFP Emergency Protocols and Frameworks
• Provide analysis and reports to enhance context from an emergency perspective thus reinforcing technical guidance for operational decision making
• Support counterparts from various technical/functional areas on effective coordination tools to ensure that emergency preparedness and response is delivered in a coherent, integrated, and efficient manner
• Contribute to the provision of emergency response with specific, well-defined aspects of emergency assessment capacities, contingency planning, scenario building and Concept of Operations to ensure adequate operational readiness and, where feasible, a transition plan for more sustainable emergency responses
• Develop and coordinate data collection and analysis of emerging humanitarian and food security trends and potential socio-economic and political instability, integrating a multi-dimensional approach to humanitarian access, to support timely identification of risks and strategies for preparedness and operationalization towards risk reduction before crisis occurs, in support of RB/CO in their Concept of Operations, strategies and workplans
• Participate in the technical design and dissemination of timely situational updates including mapping of data on emergency situations to diverse range of stakeholders to ensure effective decision-making.
• Deploy on a no-regret basis to humanitarian emergencies on short notice to countries in scale-up phases, corporate alert or other emergency scenarios to ensure that staffing requirements are filled in a timely, effective, efficient and accountable manner
• Liaise with internal and external counterparts to ensure optimal use of available funding mechanisms, partnership networks and communication and advocacy platforms to raise visibility of the emergency operation and requirements.
• Contribute to key processes and cross functional agreements for the deployment and management of emergency resources and talent for an effective emergency response.
• Conduct financial analysis and emergency budget reviews to support management decisions on requirements, prioritization and effective use of funding resources and emergency mechanisms
• Gather information, prepare documentation, monitor and track emergency activities implementation to contribute to the application of WFP’s emergency guidance and protocols for an effective emergency preparedness and response.
• Provide support in developing functional trainings and documents of lessons learned to promote good knowledge management practices ensuring improvement of future emergency preparedness and responses.
• Contribute to an equitable and inclusive workplace which incorporates all dimensions of the WFP diversity and inclusion framework

REQUIRED MINIMUM QUALIFICATIONS

Education: Advanced University degree preferably in social sciences, public administration, international law, public health, international relations/development/affairs, logistics, supply chain management, business administration or other related fields of study, or First University degree with additional years of relevant work experience and/or advanced training/courses.

Experience: Up to 5 years of relevant experience in humanitarian work, including at the field level.

Languages: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.

DESIRED EXPERIENCES AND SKILLS

• Experience in coordination with internal and external partners across functional areas
• Contributed into implementing activities such as (but not limited to) programmes, supply chain, CBT, field operation or equivalent
• Technical knowledge of emergency coordination through exposure to field and emergency operations
• Analytical skills to support developing emergency preparedness and response operations
