The Humanitarian Field Support Section (HFSS) aims to provide a ‘one-stop-shop” approach to coherent field support in humanitarian crises. The primary task of the Humanitarian Field Support Section (HFSS) is to coordinate headquarters support to country and regional offices dealing with acute emergencies. HFSS is the hub for Representatives, regional emergency staff and other field staff in need of assistance from headquarters in terms of coordinated programmatic and operational support, as well as inter-agency and advocacy matters. HFSS works closely with all HQ divisions to ensure country and regional offices receive timely, predictable and effective support respond to emergencies, including the early recovery/transition phase of the response. It also ensures that senior UNICEF decision-makers have access to all relevant information, analysis and advice on ongoing humanitarian crises. HFSS is also responsible for administering UNICEF’s Emergency Programme Fund (EPF), monitoring its replenishment, and processing UNICEF requests from the Central Emergency Response Fund (CERF).

Under the general guidance of the Emergency Specialist MENA Lead Desk, provide support and guidance to UNICEF MENA country offices (CO) and regional offices (RO) dealing with humanitarian crises (both rapid onset, chronic and fragile situations) for effective coordination of HQ support. The Emergency Officer will work as part of the Humanitarian Field Support Section (HFSS), as well as with HQ inter-divisional focal points, inter-agency partners, regional emergency staff and other field colleagues.

Key functions and accountabilities:

  1. Support and contribute to the effective and strategic coordination of HQ support to MENA COs/RO in humanitarian crises (including L3/L2 but also protracted crises, cross-regional, health emergencies, population displacement) on all programmatic and operational matters related to the humanitarian contexts.
  2. Substantive professional contributions are made to the review of Humanitarian Action for Children (HAC), Situation Reports (SitReps) as well as Inter-agency Humanitarian Response Plans/appeal documents.
  3. Effective analysis of available data regarding the evolving emergency situation and political and security trends and its implications to the operation are timely provided. Supports constant flow of information and communication crucial for the coordination of emergencies responses.
  4. Support UNICEF representation in key inter-agency fora related to emergency response, crisis management, and integrated assessment and planning. Assist management engagement with high-level mechanisms such as Emergency Directors’ Group, Integrated Task Forces, Inter-Agency Task Forces, Regional Monitoring Mechanisms and other crisis-management mechanisms.
  5. Identify enablers and bottlenecks of the agreed benchmarks conductive or constraining UNICEF scale-up. Visualise different levels of information to advise Cos/RO with the course of action.
  6. Document the scale-up delivery and field response modalities including partnerships, supplies and staffing structures.
  7. Support the necessary linkage between the interagency advocacy strategies with UNICEF initiatives and identify contributions and deviations.
  8. Support the Desk Lead with timely updates and analyses of humanitarian crises including targeted advocacy to be used in inter-agency, donor and external partner meetings. Provide background inputs for UNICEF documentation such as updates to the Executive Board, inputs to reports by the Secretary General as well as his Special Representatives, as well as other internal and external papers and policies.
  9. Provide guidance of how UNICEF is meeting Human Resources scale up and alignment/nexus with mid and long-term needs.
  10. Assist the Desk Lead in providing guidance and support to COs/RO on humanitarian resource mobilization documents (including EPF, CERF and others) in collaboration with relevant divisions. Support COs and ROs in monitoring effective and timely programmatic use of allocated humanitarian funds.
  11. Serve as back-up to Supervisor and other Emergency Specialists in his/her absence.
  12. Assist with any other task as assigned by the Section Chief.

To qualify as an advocate for every child you will have…

  • A university degree in one of the following fields is required: International Relations, Public Administration/Public Policy, Humanitarian Affairs, Development, Social Sciences, or other related technical disciplines.
  • A minimum of two years of relevant professional work experience in a relevant international organization(s), including experience of humanitarian programme and operations. Developing country work experience or field work experience is preferred. Experience in complex emergencies, including experience in early recovery, is desirable.
  • Fluency in English is required. Knowledge of another UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
