ABOUT THE JOB

Under the direct supervision of the Emergency Team Leader the Emergency Program Officer is overall responsible to ensure that the implementation of DRC Afghanistan’s emergency activities in the assigned area of responsibility (distribution of in-kind relief items, MPCA assistance, Cash for Food, Cash for NFIs and Cash for Rent/Shelter) is guided in accordance with approved methodologies and tools and are in line with DRC and donor policies and guidelines. The Emergency Program Officer is part of the Emergency Team and he/she will be engaged in assessments, selection and assistance to affected targeted population in order to meet beneficiaries’ needs and project objectives. He/she will be working in cooperation with DRC’s protection and livelihood teams and in collaboration with local authorities and communities. In addition he/she will be tasked of reporting and when requested engaged in monitoring, evaluation and learning activities.

Responsibilities

  • To achieve the overall and specific position’s objectives the job holder tasks and responsibilities include, but are not limited to:
  • Planning and implementation of project activities as per instructions given by the line manager.
  • Coordinating, leading, and conducting rapid needs and market assessments in the field.
  • Data collection by using needs assessment. Data collection to be done either via paper forms or through digital equipment.
  • Participate in beneficiary selection processes through agreed criteria and guidelines.
  • Coordinating and conducting emergency field distributions either for Cash or in-kind NFIs in accordance to agreed criteria and guidelines.
  • To contribute actively on conducting end line survey through interview of individual beneficiaries and focus group discussions.
  • Produce basic reports on needs assessments and distributions.
  • Mapping of humanitarian actors in his/her area and refer beneficiaries to relevant relief agencies when requested and in accordance to approved guidelines.
  • Establish good relations with other humanitarian actors in the field, local communities and authorities.
  • Support team leader on government liaison issues, with relevant department including; ANDMA and DORR;
  • When requested, to join and support the DRC flying emergency team outside the normal area of operation in rapid needs assessments (in case of natural disaster or massive displacement).
  • Perform any other tasks as instructed by the Hub Team Leader in Jalalabad.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • Relevant university degree in rural, or social science.
  • Minimum 3 years’ relevant experience within a humanitarian organization, prior experience in emergency responses is desirable.
  • Good knowledge of the region and understand the movement pattern of the people including Returnees and IDPs.
  • Good experience of working directly with Afghan communities and local authorities.
  • Experience in Monitoring and evaluation and/or experience of survey and assessment works.
  • Good communications skills; Good written and spoken English; Pashto and Dari
  • Computer skills (Word, Excel, PowerPoint) and report writing ability

Education/qualifications:

  • Relevant university degree in rural, or social science

Languages:

  • Pashto
  • Dari
  • English (good command)
