Ethiopia is situated in the Horn of Africa and is the second most populous country on the continent with an estimated population of 115 million. It borders six African countries: Djibouti, Eritrea, Kenya, Somalia, South Sudan, and Sudan, and covers 1,104,300 square kilometers. Approximately 85 percent of the population lives in rural areas. Ethiopia represents a melting pot of ancient cultures with Middle Eastern and African cultures evident in the religious, ethnic, and language composition of its people.

Over the past two years, children and their families across Ethiopia faced multiple and complex emergencies, such as the conflict in the northern Ethiopia and the drought, which resulted in millions of people in need of urgent humanitarian assistance. UNICEF has programmes in Child Protection, WASH, Health, Nutrition, Social Policy, and Education and serves over 15 million children in Ethiopia. How can you make a difference?

Background and Strategic Context

Oromia, the largest region in Ethiopia, holds that distinction both in terms of land mass and population size. It is estimated that the population of the region currently stands at 43 million, with an annual growth rate of approximately 1.1 million.

Despite the concerted efforts by the government, development partners, and other stakeholders, the region has encountered significant challenges to development resulting from a combination of both man-made and natural disasters that include conflicts, droughts, outbreaks of diseases, as well as destructive windstorms and occasional flooding. According to Oromia Busa Gonofa (DRMO) report, there are over 1.48 million conflict IDPs, of this, many are displaced in Western Oromia.

UNICEF has been trying to alleviate human sufferings particularly off children and women by provision of essential Nutrition, health, WASH, protection, and education support remotely through government and CSO implementing partners.

To address these challenges, the deployment of an Emergency officer TA is needed as she/he will significantly assist the field office and government partners in ensuring a well-coordinated and designed emergency response for the affected children and adolescents in the area of responsibility.

Summary of Key Functions and Accountabilities

  • Support effective analysis of available data regarding the evolving emergency situation and its implications to the operation.
  • Support the develop of emergency plans of action, workplans, emergency appeals, and in the mobilization of donor response and recovery/rehabilitation-related funding.
  • Support area level coordination of UNICEF emergency programs
  • Support monitoring of multisectoral emergency program implementation

Key Areas of Accountability

  • Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
  • Provides analysis to identify emergency-prone conditions/situations and risks and contribute to early warning and timely emergency preparedness.
  • Assists in the formulation of plans of action in preparation and response to emergencies.
  • Assists in organizing and conducting training for the office’s staff capacity building in emergencies preparedness and response. Provides briefing, as required. Participates in other emergency training workshops in the region and contributes to enhancement of the emergency preparedness and response capability of the office staff.
  • Follows up with the timely delivery of assistance and procurement of supplies and monitors the appropriate and effective use of UNICEF resources.
  • Participates in local coordination bodies and cluster system.
  • Participates in the implementation of plans of action and workplans for emergency project. Undertakes field visits to emergency project areas, to assess local conditions and monitor project progress.
  • Prepares inputs for appeals and updates related to emergencies.
  • Collects and analyses lessons learnt from UNICEF's emergency experience and contributes towards adoption of best practices and standards for longer-term emergency interventions.

Minimum requirements:

  • Education:
  • University degree in one of the following fields: social sciences, public administration, law, public health, nutrition, international relations, business administration or other related disciplines.
  • Work Experience:
  • At least one year of relevant work experience at the national or international level in programme/project development, planning, implementation, monitoring, evaluation or administration.
  • Language Requirements:
  • Fluency in English is required.
  • Knowledge of Amharic as the National language of Ethiopia and Afan Oromo as the local language is an asset.
  • Any other official UN language (Arabic, Chinese, French, Russian, or Spanish) is an asset.
  • Desirables:
  • Experience in assisting or facilitating trainings is desirable.
  • Understanding of the cluster systems and formal training in cluster information management and emergency response is desirable.
  • Experience in development and use of a database (e.g., M&E system) is desirable
  • Developing country work experience and/or familiarity with emergency.

Otherwise, the selection will be canceled.
