ABOUT THE JOB

The Emergency Officer - Civil Engineer is responsible for high quality technical assessment of damaged shelters, communal and agriculture infrastructures like Retaining and protection walls, weirs, small channels, canals and reservoirs; conducting estimation and drafting BoQs and work plan for shelter and other repair activities, and lead technical coaching and monitoring for repair works. The Emergency Officer – Civil Engineer is the technical supervisor/site engineer and reports directly to the Emergency Team Leader. The objective of the Civil Engineer is to deliver a high-quality technical output in line with technical standards and specifications, as outlined by government ministries and in alignment with DRC’s internal standard operating procuredures (SOPs) for related activities. The Emergency Officer – Civil Engineer also leads and supervises site foremen at works locations.

Responsibilities:

  • Conduct technical assessment of Shelters. May be requested to assist with technical assessment of communal and agriculture infrastructures like Retaining/ protection and gabion walls, weirs, small channels, canals and reservoirs
  • Develop all technical documents related to shelter and other repair activities, including but not limited estimation, BoQs, scope of work, environmental studies, work plan and computer aided design drawing
  • Ensure high-quality and high-impact shelter and other engineering repair works as part of wider emergency programming in selected communities.
  • Lead and conduct market survey in intervention areas to draft BoQs
  • After training, participate in joint need assessments through HEAT KOBO, with quality data collection, responsible for data quality and verification of all technical data and appropriate storage and management of databases, as needed and requested by supervisor
  • Draft assessment and distribution reports; provide financial and program information and draft reports for internal and donor reporting; and prepare project progress reports on weekly and monthly basis
  • Responsible for technical monitoring project quality, process of milestone and distribution planning
  • Lead technical coaching of project participants (beneficiaries) and technical monitoring of works conducted, providing ad-hoc coaching as needed to laborers
  • Provide timely updates on status of shelter repair works to Emergency Team Leader, Emergency Coordinator, and Emergency Specialist
  • Support with procurement processes as necessary
  • Any other task assigned by line manager or supervisor.

ABOUT YOU

To be successful in this role you must have:

Experience and technical competencies:

  • Minimum two years project management experience of infrastructure projects, preferably in (I)NGO or UN
  • Proven experience in technical assessments, development of technical reports and drawings.
  • Proven experience in environmental assessments
  • Extensive community level experience, in mobilization and engagements
  • Excellent report writing skills
  • Excellent communication skills
  • Excellent coordination skills, and must be a good team player.
  • Excellent computer using skills, preferably including MS Project
  • Excellent Auto Cad-using skills

Interested qualified female candidates with a minimum of two years of relevant working experience will be considered for the next stage of the recruitment process

BSc. in Civil or Structural Engineering

  • Dari (fair)
  • English (Good
