Overview

Support planning and implementation of emergency assistance activities.

You have:

• Relevant university degree (e.g. political science, international development, economics) or equivalent professional experience
• Minimum 2 years of experience in humanitarian or NGO operations
• Proven experience in field implementation (e.g. distributions, assessments, beneficiary management)
• Ability to coordinate activities and communicate effectively with different stakeholders
• Basic understanding of project cycle management (PCM) and reporting processes
• Ability to work independently, organize tasks, and prioritize in a dynamic environment
• Strong attention to detail and ability to manage data and documentation
• Fluency in local language
• Excellent skill in MS Word, Excel, and PowerPoint
• Experience working across different sectors (e.g. Protection, Shelter, or similar)
• Experience supporting coordination or referrals between actors
• Familiarity with humanitarian principles (AAP, protection, inclusion)
• Basic English is an asset

Danish Refugee Council (DRC) is a leading protection agency with a mandate to protect, advocate and promote durable solutions for displacement affected populations.

DRC has been operating in Ukraine since 2014, currently DRC employs over 800 staff in Ukraine and implements emergency response in the Protection, Livelihoods, Shelter/NFIs and Humanitarian Disarmament and Peacebuilding (humanitarian mine action) sectors, using direct interventions, support to duty bearers and civil society organizations (CSOs), and partnerships with CSOs. DRC is currently looking for a Emergency Officer to join our team in Dnipro, Ukraine.

About the job

Under the technical and daily supervision of the APM, Emergency Officer supports the planning and implementation of emergency assistance activities, including cash, non-food items, and winterization programs. The role contributes to effective program delivery by assisting with field operations, data collection, beneficiary registration, distributions, and documentation. The Emergency Officer also engages with communities, local service providers, and internal DRC departments to facilitate coordination and referrals, while ensuring compliance with organizational procedures and standards.

Your main duties and responsibilities will be:

Programming & Implementation:

• Support the planning and implementation of emergency assistance activities (cash, NFIs, winterization), ensuring efficiency and adherence to work plans.
• Support implementation of emergency activities in line with DRC PCM standards, including contributing to planning, tracking progress against targets, and ensuring alignment with workplans.
• Contribute to needs assessments and field missions, including joint field visits with other sectors to identify needs, vulnerabilities, and target beneficiaries.
• Support identification of vulnerable populations and appropriate targeting in coordination with relevant teams.
• Prepare and maintain documentation packages for beneficiary payments and distributions, ensuring accuracy and confidentiality.
• Support the development of proposals by providing field-level inputs, data, and lessons learned.
• Contribute to monthly, quarterly, and annual reporting.

Coordination and Community Engagement:

• Ensure regular field presence in Dnipropetrovska and Zaporizka oblast to support implementation, coordination and integration with other sectors and partners.
• Coordinate with other DRC sectors and partners to ensure integrated programming, including joint planning of locations, targeting, and activities.
• Build and maintain relationships with community stakeholders, local authorities, service providers, and partners, contributing to service mapping and improved access to services.
• Facilitate internal and external referrals in coordination with relevant actors and partners, ensuring beneficiaries are linked to appropriate services.
• Ensure clear, respectful and transparent communication with beneficiaries, supporting accountability to affected populations (AAP).
• Support collaboration with local service providers and partners during field activities.
• Ensure effective information flow between field teams and programme management, including consolidation of field inputs and feedback.

Data & Documentation:

• Collect and analyze data on beneficiaries to support evidence-based programming.
• Ensure accuracy and quality of data collected, including proper documentation and collection of Means of Verification (MoVs) in line with reporting requirements.
• Ensure proper archiving, secure storage, and confidentiality of beneficiary data.
• Maintain trackers of distributions, warehouse balances, and stock levels, reporting regularly to the APM.

Logistics & Field Support:

• Develop and coordinate field movement plans in collaboration with the APM.
• Assist in the safe handling and distribution of NFIs, ensuring accountability for stock and assets.
• Support the organization of distributions and ensure accurate documentation of delivered assistance.

About you

To be successful in this role we expect you to have minimum 2 years of relevant experience in sector area working for an NGO. Moreover, we also expect the following:

We offer

• Contract length: 5 months contract after succesful completion of 3 months’ probation period, renewable depending on funding
• Band: H - non-managerial
• Designation of Duty Station: Dnipro
