Background and Justification

South Sudan continues to face multiple shocks such as flooding, sub-national violence causing population displacement, disruption of livelihood, and market and constraining humanitarian access. The shocks have led to increased severity of acute food insecurity, malnutrition, frequent disease outbreaks, and generally poor health situations and health indicators.

The Integrated Food Security Phase Classification (IPC) April report projects that in the lean period of April to July 2022, an estimated 7.74 million people (62.7% of the population) will likely face Crisis (IPC Phase 3) or worse acute food insecurity, with 87,000 people likely to be in Catastrophe (IPC Phase 5) acute food insecurity in counties in Jonglei State, Pibor Administrative Area, Lakes State, and Unity State. During this period, an estimated 2.90 million people are likely to face Emergency (IPC Phase 4) acute food insecurity. Children U5 and Pregnant and Lactating Women (PLW) will likely be the most at-risk population since an estimated 1.34 M U5 (302,163 severely malnourished) children and 676,000 PLW are expected to suffer from acute malnutrition in 2022 (IPC report 2022).

Objectives of the Programme

WHO proposes to reduce the health impact of the nutrition crisis through integrated health and nutrition interventions, focusing on quality life-saving services in stabilization centers, in areas with high levels of acute food insecurity and acute malnutrition in South Sudan.

WHO through this project will support capacity building program (refresher ToT training on SAM/MC), conduct supportive supervision missions and on-job training to reinforce the knowledge and skills of health workers on case management hence the quality of life-saving services provision in stabilization centers, strengthen nutrition surveillance at health facilities for timely detection and referral of acutely malnourished children for appropriate care. WHO also provides treatment for severe acute malnutrition and psychosocial support to mothers/caregivers.

Summary of Assigned Duties (Describe what the incumbent has to do to achieve the main

Objectives; include main achievements expected)

Under the overall guidance of the WHO Country Representative and direct supervision of the WHE Team Lead, the incumbent will undertake the following tasks under the guidance of the WCO WHE Nutrition focal point.

The main tasks to be undertaken include:

  1. To support the Emergency Nutrition Officer in the preparation and training on SAM with medical complications.
  2. To support monitoring visits and on-job mentorship for health workers in targeted stabilization centers and nutrition sentinel sites
  3. To support in stabilization centers and nutrition surveillance data analysis and report sharing
  4. To participate in health cluster meetings to address nutrition-related issues
  5. To prepare and submit reports to Emergency Nutrition Officer on: training, and supportive supervision missions.
  6. To perform any other duties assigned by WHO related to nutrition in an emergency, as requested

Required Qualifications

Education

Essential: University Degree in one of the disciplines relevant to the following areas: Health Sciences, International Health & Nutrition, Public Health & Nutrition, Family Health & Nutrition, Nutritional Epidemiology, Health & Nutrition Education, Health & Nutrition Promotion, and Disease Prevention or another relevant discipline.

Work Experience

Essential: At least two years of experience at the national level in the management and planning of inpatient therapeutic nutrition programs, in South Sudan. Knowledge of or qualification in Inpatient Management for Severe Acute Malnutrition with Medical Complications, based on WHO/MoH Guidelines 2018.

Proven training facilitation skills and experience.

Desirable****: Experience in working with UN Agencies or NGOs in nutrition programs in South Sudan.

  • Knowledge or sound understanding of the impact of acute malnutrition on child’s health and survival, and the burden on populations.
  • Excellent interpersonal communication, writing skills, discretion, tact and diplomacy.

  • Ability to travel on missions to remote locations in South Sudan.

Language Skills

Excellent knowledge of English and good knowledge of Arabic and other national dialects used in the

high-risk areas.
