Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

Under the overall supervision of the FAO Representative in Somalia, the direct supervision of the Emergency Programme Coordinator and in close collaboration with FAO Emergency Units and Team in Somalia.

Technical Focus

Ensure the quality of the planning, implementation, and follow-up of all technical aspects of the sector are implemented.

Tasks and responsibilities

• Provide effective team leadership, coordination and facilitation of technical inputs, management support and technical oversight for the projects in place; • Provide effective team leadership in carrying out baseline surveys and need assessments of the capacity of service providers and producers, and traders groups; • Develop detailed work plans related to the different project outputs and outcomes in collaboration with relevant project and Livestock value chain staff; • Ensure the operational and technical supervision of the projects as per FAO guidelines; • Develop the contractual implementation documents (Letters of Agreement) of projects; • Undertake quality control and monitoring of letters of agreement with programme/project implementing partners; • Plan and supervise the implementation of field activities: provision of inputs, good practices training, installation of equipment and infrastructure, collection and analysis of food security information etc. ; • Liaise with Operations regarding operational and logistics requirements of the planned interventions; • Guide the formulation and the implementation of a Monitoring, Evaluation, Accountability and Learning plan to ensure activity monitoring, achievement of projects objectives and impacts; • Collaborate in the preparation of progress reports, midterm and end of project as per the project documents and signed agreements • Improve technical capacity of the project’s national staff, implementing partners and Ministry of Livestock and Fishery Development relevant staff by organizing training, coaching and close supervision; • Participate in meetings with partners and government counterparts at local level, as required for successful operation and implementation of the project; • Develop and maintain regular contacts and partnership with local and international organizations, stakeholders, civil society and other humanitarian and development actors • Make periodic visits to the sites where the project is operating to provide backup supports and gain first-hand challenges and appreciation of the achievement; • Develop the documentation and project reporting on both, activities and financial as per agreed timelines. • Submit monthly financial and progress reports of the implementation of project activities along with plan for next month. • Ensure that lessons learnt through the project are documented and shared with donor when required. • Collaborate and ensure that the M&E system is in place as per the goals and objectives of the project. • Ensure effective and appropriate representation of FAO in UN inter-agency meetings and government meetings and activities related to Fodder Value Chain; • Actively ensure and support the interfacing of the project with the international and national media; • Prepare periodic progress report on all matters concerning the implementation of the projects describing performance, achievement and challenges; • Design and organize a final wrap-up workshop on completion of the projects and report on the output and outcome to the government and other stakeholders; • Prepare an end-of-assignment report describing the activities, findings, conclusions and recommendations; • Conduct other relevant project tasks as required by FAO. • Any other duties as may be requested by the supervisor

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Agriculture, Veterinary, Biology and any relevant study area. Advanced university degree in the mentioned areas is an adeed advantage. • Minimum five (5) years of relevant experience in livestock project management, design, and monitoring. • Working knowledge of English. • Working knowledge in the local language of the country (Somalia). • National of Somalia.
