Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO's global mandate and Strategic Objectives. More specifically, FAO's response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

Under the overall supervision of the FAO Representative in Somalia, the direct supervision of the Emergency Programme Coordinator and the Emergency Cash for Work Unit Leader and close collaboration with FAO Emergency Units and Team in Somalia.

Technical Focus

the Infrastructure Specialist will provide technical backstopping for Civil Engineering and other Infrastructural aspects under projects and ensure the quality of the planning, implementation, and follow-up of all technical aspects of the sector are implemented. Specifically, he/she will:

Tasks and responsibilities

• Carry out assessment for all infrastructure related to water, building and civil works for purpose of appraising the condition of existing structures (market shelters, irrigation canals, water systems, civil structures etc), including support to partners in the assessment of such infrastructure according to specific Terms of Reference. • Through the Field Support Engineers and partners, lead all infrastructure works and ensure quality control and assurance checks are always in place. • Provide support to fundraising and project proposals through cost estimations to help in budgeting and advise on viability of proposed engineering interventions. • Take the lead in the preparation of technical drawings, Bills of Quantities and technical specifications that fits the requirements for launching tenders. • Provide of clarification to bidders during the tender process if required. • Participate in contractor, consultants, and partners pre-qualification through conducting the relevant capacity assessments. • Coordinate pre-bid briefings and workshops to potential bidders. • Lead in the technical evaluation of various bids, prepare detailed evaluation reports for technical clearance by Lead Technical Officer (LTO) and eventual award of contracts. • Advise the Programme Manager on the strategies and cost-effective infrastructure and rehabilitation works based on available options. • Offer technical guidance to partners, technical staff, contractors, and relevant line ministries based on the available Letter of Understanding (LoU) and Letter of Agreement (LoA). • Supervise construction including site visits at critical milestones in the construction process, prepare take off sheet and preparation of payment certificates prior to payments. • Carry out technical inspection of completed works and ensure adherence to contract terms. • Prepare interim payment certificates, completion certificates and defects liability period certificates as well as preparation of final report. • Supervise the implementation of the infrastructures through periodic field missions and coordination with locally based Field Support Engineers. • Conduct other relevant project tasks as required by FAO. • Any other duties as may be requested by the supervisor.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• University degree in Civil and Rural Engineer and/or any relevant study area. • Minimum three (3) years of relevant experience in livestock project management, design, and monitoring. • Working knowledge (level C) of the FAO official language used for communication within the country (English) and working knowledge of the local language(s) is required. • National of Somalia.

• Work experience in more than one location or area of work. • Relevance of experience in irrigation infrastructure in Somalia. • Excellent skills in MS Word, Excel, and PowerPoint.
