OBJECTIVES OF THE PROGRAMME

The mission of WHO’s Health Emergencies Programme (The Programme) is to help countries, and to coordinator international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies.

DESCRIPTION OF DUTIES

1. Develop the priority public health risk profile for national and sub-national levels through All-Hazard Risk Assessment and other relevant tools and methodologies.

2. Coordinate and oversee implementation of emergency preparedness and response activities in designated Yemen hubs: Saada, Ibb/Taiz, Hodeida and Mukalla and be responsible for implementation of activities in Sana’a governorate.

3. Provide technical guidance to the respective directorate(s) of the Ministry of Public Health and Population (MOPHP) in developing All-Hazard Risk Management Plan and National Disaster Management Plan for the Health Sector

4. Assess the capacity of the current emergency preparedness and response (EPR) structure at national and sub-national level and come up with concrete recommendations for improvement and functionality.

5. Provide technical advice on mapping the current health emergency and health care resources and provide recommendations for building a resilient health system to appropriately respond to the emergencies (Health Resources and Services Availability Monitoring System-HeRAMS)

6. Guide the team, including in the hubs, in developing national and sub-national contingency plans based on the findings of All-Hazard Risk Assessment

7. Collaborate with the WHE team in developing a response monitoring framework for health emergencies

8. Provide technical guidance to national and sub-national emergency operations centres (EOC) standard operating procedures (SOPs) and operations considering the recent changes e.g COVID-19 pandemic, intensified conflict, and lessons learnt

9. Assess threats to human life and health, damage to health infrastructure for primary, secondary, and tertiary care, the state of health referral and support systems, including and cold chain, laboratory, essential drugs and health information systems, and the vital needs for the affected populations.

10. Participate effectively in the elaboration and implementation of surveillance strategies and policies to strengthen preparedness for epidemic-prone diseases, producing and analyzing information on health threats activities and outcomes, and ensuring dissemination to partners and local authorities.

11. Secure information from a broad range of health actors, analyzing and recommending actions and guidelines for the elaboration of medium- and long-term plans of work and strategies, including consolidating health data in trends and trends assessment, with particular attention to surveillance, monitoring and early warning.

12. Identify gaps in the delivery of health services or emergency interventions, recommending appropriate actions and innovative approaches to improve the situation and to analyze existing coordination mechanisms, designing and recommending improvements.

13. Proactively participate in the development of project proposals to mobilize resources.

REQUIRED QUALIFICATIONS

Education

Essential: Master’s degree in public health or health related fields.

Desirable: Degree or sound understanding of emergency response or disaster management in the context of public health, complemented by a degree or studies in epidemiology, surveillance, and monitoring.

Experience

Essential: At least 7 years of relevant experience in health sector management and coordination in developing countries including international exposure with emphasis on emergency response relief and on the management of epidemic-prone disease.

Desirable: Experience of the disease early warning system and outbreak field investigation, experience with UN Organizations/agencies, international institutions or NGOs, experience in capacity building, developing, and promoting collaborative partnerships.

Skills

  1. Demonstrated knowledge of health sector activities in developing countries and/or in the context of emergency response relief, or preparedness for epidemic-prone diseases.
  2. Excellent skills in the assessment, surveillance and monitoring in the context of emergency situations with the ability to conceptualize and implement innovative strategies and promote their implementation.
  3. Excellent interpersonal skills and ability to work under pressure.
  4. Proven ability to communicate effectively.
  5. Excellent presentation skills.

Excellent knowledge of English. Knowledge of another WHO official language an asset.

REMUNERATION

WHO salaries for staff in the Professional category are calculated in US dollars. The remuneration for the above position comprises an annual base salary starting at USD 74,913 (subject to mandatory deductions for pension contributions and health insurance, as applicable), a variable post adjustment, which reflects the cost of living in a particular duty station, and currently amounts to USD 1511 per month for the duty station indicated above. Other benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
