Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Emergency Coordinator.

About the job

The Emergency Coordinator provides direct management (as designated by the HoP) and technical leadership to the DRC’s emergency response, and oversees the delivery of DRC’s emergency project portfolio. Furthermore, the EC is supporting the HoP in developing DRC’s emergency programme strategy and ensure that linkages with other DRC sectors especially protection are forged. The EC will in addition co-chair the Protection thematic group under a newly developed structure for Flood response in the East of Libya, working together with UNHCR, as lead agency responsible for overall protection response coordination. Your main duties and responsibilities will be:

Program Strategy

  1. Develop and monitor detailed operational plans for all emergency response related project activities in accordance with the overall EPRP and other relevant emergency action and response plans in coordination with the SMT and relevant Project/Program Coordinators/Technical Programme Managers;
  2. Identification and prioritization (continuous) of geographical areas for assessment and response, in close collaboration with Project/Programme/Sector Coordinators/Technical Programme Managers;
  3. Ensure close coordination with DDG Head of Programmes to ensure cohesive links and referrals across DRC/DDG emergency programming;
  4. Identify emergency staff training needs as and when appropriate;
  5. Work cross departmentally to ensure project staff and activities comply with DRC policy and procedures;
  6. Coordination with other RRM actors (UN, INGO) to ensure coherence of response, use of correct tools, development of new tools as needed;
  7. Train teams and develop DRC expertise in RRM programming;
  8. Ensure close coordination with DRC’s Global Specialist Leads (GSL) – chiefly the Emergency GSL – global network of emergency focal points and the HQ based Emergency Team.

Protection thematic group co-coordination

  1. Co-facilitate meetings for the Protection thematic group, ensuring equal space for participation and decision making for all partners, agreement and follow-through of key decisions and action points.
  2. Ensure that Protection thematic group partners are updated on protection needs and situation analysis, gaps, planning, etc.
  3. Contribute to coordination and planning meetings with other thematic groups.
  4. Represent the interests of the Protection thematic group in discussions with the Resident Coordinator, donors and other stakeholders on prioritization, resource mobilization and advocacy issues identified by the Protection thematic group members.
  5. Together with the Thematic group Lead engage with the Child Protection and GBV coordination groups to support a common approach on strategic issues and streamline communication with partners
  6. Together with the thematic group Coordinator, lead on specific advocacy initiatives.
  7. Enhance monitoring, tracking, documentation and information exchange on protection concerns between Protection members.
  8. Identify needs/opportunities for support, e.g. through advocacy at national level.

Program Development

  1. Ensure DRC’s principles and approaches to emergencies are integrated into the response;
  2. As the designated in-country focal point for emergency maintain a close familiarity with DRC emergency standards and tools, and feed into and adhere to DRC’s global discussions and initiatives;
  3. Lead on proposal and report writing (emergency grants, including ECHO, BHA, FCDO, others.);
  4. Provide regular internal and external reports, and other relevant information on programme activities, policy matters and external relations, based on agreed formats and schedules;
  5. Identify new opportunities in close corporation with the Head of Programme/CD/SMT;
  6. Support link between CO team and RO and HQ technical advisors to facilitate technical support and consistency in donor relations/fundraising efforts;
  7. Advise SMT on “ideal operational setup”; embedding DRC’s emergency response within existing operational setup by scaling up, optimizing and tweaking setup to enable a quick and efficient scale-up and/or scale down of DRC’s operational setup;
  8. Follow humanitarian principles, standards and guidelines, and ensure that these are adhered to by DRC staff, partner staff and volunteers;
  9. In coordination with Protection Coordinator ensure protection mainstreaming cross all sectors;
  10. Regularly quality assure project activities and provide timely inputs and feedback to the Area Operations Manager/Head of Office/Coordinators/Head of Programmes (HoP)/CD;

Management

  1. Conduct regular field visits to support staff and the overall implementation of the response;
  2. Build the emergency capacity of local duty bearers and partners through on-going one-on-one support and coaching;
  3. Ensure staff safety through close collaboration with Safety Team;
  4. Ensure planning is shared in a timely manner with Logistics Team;
  5. Develop and implement robust remote monitoring plans;
  6. In close cooperation with AMs, monitor overall program expenditure and budgets, ensuring resources are optimally utilized and spending is in line with DRC financial procedures and donor requirements.

Representation

  1. Represent DRC in key emergency meetings in and out of country;
  2. Ensure representation of DRC in relevant sector working groups – food security, cash, CCCM/Shelter/NFI etc.;
  3. In close cooperation with national staff coordinate the forging or maintenance of constructive relationships with local authorities, other local government institutions and/or local NGO partners;
  4. Together with CD/HoP, lead DRC’s collaboration with other international organizations on emergency activities.

Accountability

  1. Guided by the DRC Programme Handbook and the DRC Operations Handbook, continuously monitor and develop relevant accountability initiatives in the field as well as strengthening the effort to document the impact of activities and our presence;
  2. Ensure compliance with the DRC procurement policies and donor guidelines
  3. Ensure compliance with the DRC accountability framework

Information management

  1. Oversee the planning, coordination and implementation of rapid assessments;
  2. Implement/develop systems to collect data and information on humanitarian context to inform flexible response and work closely with Safety Unit on access considerations and work with the PIM officer to ensure coherence for the protection da;
  3. Ensure transparency and accountability tools, processes and mechanisms to affected communities are in place;
  4. Ensure equal participation by all segments of the community, taking into consideration issues regarding gender, age, clan and tribal and religious affiliations;
  5. Work with HoP and MEAL team to ensure MEAL plan is being implemented, emergency response related data is being collected from the field and regular reports are being produced;
  6. Ensure that relevant beneficiary data is collected, compiled, analysed and distributed and that relevant assessments are conducted.

Finances, Human Resources, and Logistics

  1. Provide appropriate and timely feedback to staff regarding their performance (as designated by CD), including annual staff performance appraisals. Identify with their needs and opportunities for professional development;
  2. Develop job descriptions and recruit qualified emergency staff (national).

About you

Essential:

  • Minimum 3 years of working experience in a humanitarian context and experience in complex emergencies and high-security environments.
  • Essential experience in RRM implementation/coordination/emergency response planning in similar contexts.
  • University degree with advanced training or technical qualification in relevant line of work/sector
  • Essential experience in Protection in emergency settings
  • Solid experience in staff management in a cross-cultural environment required.
  • Relevant technical expertise/experience in some sectors of humanitarian programming such as Food security, WASH/shelter/NFI, protection/CCCM etc.
  • Proven ability to build external relationships with diplomacy, tact and professionalism in a complex and demanding environment.
  • Demonstrated ability to manage and support multi-sector programmes including operational planning and problem solving.
  • Proficiency in common computer packages and financial software i.e. Word, Excel, Power point etc.
  • Fluency in written and spoken English
  • Fluency in written and spoken Arabic

Desirable:

  • Previous experience in similar context with conflict/access analysis ability
