Vacancy Announcement

The Danish Refugee Council (DRC) is an international humanitarian organization founded in Denmark in 1956. DRC implements relief and development activities in more than 30 countries throughout the world, assisting more than 1.5 million people of different ethnicities and religions. DRC is a non-governmental, non-political and non-religious organization – and in DRC, people’s right to a life with dignity takes precedence over politics and principles. DRC has been operating in Myanmar since May 2009 and DRC is currently engaged in responses in Rakhine, Kachin, and Northern Shan states. Our response targets displaced, and displacement affected communities and other vulnerable communities in some of the most deprived areas of Myanmar. Key activities include protection (including Child Protection, GBV and Protection Monitoring), Camp Coordination and Management, WASH, Economic Recovery and Humanitarian Mine Action.

Overall purpose of the role:

The Emergency Response Coordinator will serve as the focal point for DRC Emergency Preparedness and Response programming in Kachin State. In this capacity, they will be responsible for developing, managing, providing technical guidance, reporting, representing the programme as well as developing the capacity of the partners, to deliver high quality programs. The ER Coordinator will also be a strong communicator to coordinate closely with the other actors and DRC departments and sectors to deliver a coherent program, ensuring protection mainstreaming across Emergency Response Programming in coordination with Protection Programme team.

The ER Coordinator will work directly with DRC implementing partners (NGOs and CSOs) in Kachin State. This will include the supervision of emergency response planning and activities, capacity development for implementing partners as well as supporting coordination efforts at a local and State level. The Emergency Response Coordinator will act as focal point with key partners and will be working closely with them to ensure that relief is provided in a timely manner during critical times and ensure that activities contribute to strengthening the local preparedness and support the development of locally owned emergency preparedness plans in a coordinated, timely and efficient manner.

Geographic scope: Area (Kachin State)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.

Main responsibilities

Technical:

• Support the area office in mapping potential partners who can work on Emergency Response in Kachin and ensure that there is an updated list of pre-vetted partners on the State level (national NGOs, CSOs, etc).
• Act as Focal point for the day-to-day liaison with partners, civil society actors, key stakeholders (churches, religious leaders), community leaders, and national NGOs in Kachin State.
• Act as focal point to identify target locations and population of Emergency Preparedness and Response programming in coordination with implementing partners, local actors, and DRC area office.
• Supervise day to day joint DRC/partners’ activities to ensure that activities are implemented in accordance with the Area Office Emergency Response Plans, project objectives and DRC/DDG guidelines and procedures.
• Support and coach the project officer and the implementing partners in carrying out the various Emergency Response activities and ensure that these activities are implemented in accordance with Emergency Response plans and the partnerships guidelines, policies and SoPs and in coordination with relevant actors in the field.
• Develop and deliver trainings and ToT for partners on Emergency Response, including trainings on Emergency Response – assessments, management of pre-positioned non-food items (NFIs), distribution process, monitoring, documentation and reporting.
• Support in conducting due diligence as part of the Emergency Response Plan in terms of the identification and assessment of partners who will be managing the pre-positioned NFIs and the distribution of NFIs/related services.
• Working with other technical teams, organizing and facilitating capacity development sessions on Emergency Response, protection mainstreaming, and key protection topics based on needs assessed and key partners’ knowledge gaps.
• Lead consultation with civil society, national NGOs to better understand the existing Emergency Response activities, gaps and needs to ensure that activities’ planning and response are coordinated and have local ownership.
• Support a Rapid/Emergency Response Mechanisms (ERM) with CSOs for immediate provision of relief.
• Identify technical and financial support needed for partners to engage in principled Emergency Response.
• Work in close coordination with the Partnerships Coordinator to support continuous quality improvement through the development and the implementation of partnerships tools and Coaching tools and tailoring the approaches to the KCH context.
• Keep abreast of emergency situations (intensification of conflicts, displacement, etc).
• Work in close collaboration with MEAL / IM team on the information management of Emergency Response activities.

Project Management

• Serve as Project Manager for selected projects/activities, ensuring strong project cycle management that meets minimum standards.
• Develop detailed workplans for all projects/activities.
• Ensure strong oversight, and direct management when necessary, of project budgets, ensuring delivery against costed workplans, and full donor compliance, in collaboration with support services and funding/grants teams.
• Develop information management and program monitoring tools, in collaboration with the MEAL team.
• Quality control and site monitoring to ensure that services provided are according to standards.
• Work with funding/grants team to produce high quality donor reports.
• Continuously update project documentation and files

External coordination and representation

• Share relevant project information with stakeholders and North East Emergency Response mechanisms
• Participate in relevant coordination meetings and working groups, as required for programme needs, and as requested by the Emergency Response Manager
• Proactively represent DRC and participate in regular program meetings and in Emergency Response platforms and provide updates as appropriate.
• Work closely with other DRC sectors to ensure a holistic approach, especially ensure a close collaboration with protection to facilitate protection mainstreaming, community-based protection, and referrals between Livelihoods and Protection teams.

Experience and technical competencies:

• At least 4 years of experience with humanitarian programmes, ideally in protracted displacement situations.
• At least 3 years of experience with implementing Emergency Response /DRR/CCCM activities on-the-ground in displacement related contexts.
• Relevant experience working in collaboration and coordination with partners and civil society/community-based organizations.
• Demonstrated ability to conduct trainings and capacity building activities on Emergency Response and human rights related topics, including coaching and mentoring of national civil society actors/staff.
• Solid experience in participatory approaches and facilitation skills, strong interpersonal communication and writing skills.
• Experience in conducting consultation processes with civil society and national NGOs is an asset.
• Experience in designing partners capacity development plans is an asset.

Education: (include certificates, licenses etc.)

• Degree and/or Master's degree in relevant area
• Experience in participatory tools and practices.

Languages: (indicate fluency level)

• Professional fluency in English and Myanmar.
• Good understanding of any of the local languages will be considered an asset.

• UN, INGOs and NGOs engaged in Emergency Response and Cluster/sector groups, NGO and CSO networks/partners.
