OBJECTIVES OF THE PROGRAMME:

WHO, a specialized agency of the United Nations, is the directing and coordinating authority for health. The objective of the WHO Indonesia Country Office is to implement the Country Cooperation Strategy by supporting the Indonesian Government in the formulation, implementation and evaluation of national health policies, strategies and plans and developing and managing WHO’s technical cooperation programmes.

The Country Office develops a two-way collaboration with the Government of Indonesia in support of their efforts of achieving national health goals; of ensuring the attainment of universal health coverage and of contributing to global and regional public health action by providing needs-based technical assistance in national level policy formulation, setting norms and standards, improving knowledge dissemination and management, monitoring country health situation and building sustainable institutional capacity, to play a greater leadership role in different national level policy and technical forums.

All communications staff across all offices are committed to making sure that WHO’s information, advice, and guidance effectively reaches key audiences to protect the health of individuals, families, communities and nations.

To implement above described roles, WHO Indonesia is recruiting an Emergency Communications Officer to expand the digital reach and impact of WHO Indonesia’s communications and messaging. The incumbent will be expected to assist WHO Country Office Indonesia in the implementation of WHO Strategic Communication Framework for effective internal and external communication with focus on online content.

SUMMARY OF ASSIGNED DUTIES:

Under the direct supervision of the Planning Officer, and overall guidance of the Deputy Representative, the Emergency Communications Officer will undertake the following tasks as part of the Communications team:

  • Monitor and record media mentions and interactions on COVID-19 and WHO Indonesia, analysing and interpreting the data to inform communication decisions.
  • Support the development and management of online communications of WHO Indonesia (i.e. website, Twitter, Instagram and other relevant social media) – in both English and Bahasa Indonesia – with a particular focus on COVID-19 related materials.
  • Contribute to regular social media content, particularly on content for the COVID-19 pandemic.
  • Support video, photo, and audio content creation, including sourcing, editing and production.
  • Support in developing various documents including press releases, fact sheets, background documents, and stories.
  • Perform editing and proofreading functions for website and other digital content.
  • Support in implementation of brand and corporate identity, particularly online and during WHO external and internal events.
  • Keep track of donor visibility requirements and support their visibility through specific communications and events on donor-specific activities.
  • Support events organised by WHO and government of Indonesia, donors and partners, such as equipment handover or launch events.
  • Coordinate with the partnerships and resource mobilization officer on drafting and reporting on donor visibility activities for grant proposals and report, respectively.
  • Work closely with the partnerships and resource mobilization officer to ensure regular communication to donors on COVID-19 grant activities.
  • Perform any other related duties and responsibilities as assigned by the supervisor.

Functional Knowledge and Skills:

Digital content management skills, excellent communication skills; ability to analyse social media/website metrics and interpret information to steer decisions, ability to work independently and in team setting

Education Qualifications:

Essential:

  • Master’s Degree in communication, journalism, marketing, public relations or related field from a recognised university or its equivalent qualification.

Desirable:

  • Post-graduate studies in communication, journalism, marketing, public relations or related field from a recognised university or its equivalent qualification.

Experience:

Essential:

  • At least 2 years’ experience in a similar role

Desirable:

  • Four or more years’ experience in communications, journalism or media.
  • Experience in creating content for health-related programmes.
  • Previous experience within UN system.

Languages:

  • Expert knowledge of reading, writing and speaking in Bahasa Indonesia and English.

Other Skills (e.g. IT):

  • Work is performed in fast-paced working environment.
  • Proven familiarity with quality photo and video editing and production is essential.
  • Computer literacy a must.

Duty station: WHO Country Office in Jakarta; Annual salary: In accordance with WHO salary scale at Level A (from 25,708,600 to 41,419,266 IDR per month).
