Overview

Lead FAO's resilience efforts in response to agricultural threats.

You have:

• Advanced university degree in agriculture, economics, business administration and management, international relations or other field related to the work of the Organization.
• Seven years of relevant experience in humanitarian and agriculture/rural development sectors and in emergency/rehabilitation programme/project management/operations and support.
• Working knowledge (proficient - level C) of English.
• Limited knowledge (intermediate - level B) of another official FAO language (Arabic, Chinese, French, Russian or Spanish).

Organizational Setting The Food and Agriculture Organization of the United Nations (FAO) contributes to the achievement of the 2030 Agenda through FAO’s Strategic Framework by supporting the transformation to MORE efficient, inclusive, resilient and sustainable agrifood systems, for better production, better nutrition, a better environment, and a better life, leaving no one behind. The main aim of the FAO country offices, which are headed by an FAO Representative, is to assist governments to develop policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors and to use their environmental and natural resources in a sustainable manner.

The FAO Representation in Mozambique is organized in three main units: Programme, Operations and Administration. The current portfolio of projects in Mozambique includes activities related to agriculture (crop), Fisheries, Natural Resource management and food information systems. It is implemented with humanitarian, transitional and development funding. FAO Mozambique's field office (Hub) is headed by the Head of Field Office (HoFo) to ensure effective programmatic and operational coverage in the sub-offices. The HoFo represents FAO mandates and country operations strategic objectives. The incumbent carries the full delegated authority of the FAO Representative of the country, who will exercise entire supervisory and managerial responsibility over the position.

The position is located in the FAO office in Pemba, Mozambique.

Reporting Lines The Emergency and Resilience Officer (Head of Office) reports to the FAO Representative, under the technical guidance of the Subregional Office for Southern Africa (Resilience Hub) and the functional guidance of the Office of Emergencies and Resilience (OER).

Technical Focus Lead and coordinate FAO's resilience work, across the four pillars and relevant work streams, in the affected country and contribute to improved preparedness for, and effective response to, food and agricultural threats and emergencies.

Key Results Effective and efficient coordination and provision of resilience field programme and project activities to scale and fit for purpose.

Key Functions • Supports the country office in preparing for and effectively responding to food and agricultural threats and crises, including natural disaster, food chain crisis and protracted crisis encompassing early warning and supports to transition, which at times require a system-wide humanitarian response. • Promotes best practices and provides technical support/services to the country office, in collaboration with relevant headquarters unit, to facilitate emergency and resilience programming, resource mobilization and integration of a humanitarian development peace nexus approach, as well as to provide capacity during critical phases of emergencies including scale-ups. • Provides leadership to FAO's work on emergencies as part of the resilience work in the country including: needs assessment, programming, implementation and resource mobilization, in liaison and collaboration with the food security sector and relevant FAO personnel. • Contributes to the identification of strategic priorities, including the relevant work streams and pillars, for FAO's resilience work in the affected country and contributes to improved preparedness for, and effective response to, food and agricultural threats and emergencies. • Provides technical and operational support and strategic guidance; identifies and develops project proposals for submission to donors; monitors project activities, identifies issues to be addressed and takes corrective actions; liaises with relevant parties and ensures follow-up actions. • Supports the preparation of tools, including the Country Programming Framework (CPF), Resilience Strategies and/or Emergency Livelihood Response Plans (ELRP). • Promotes FAO's resilience agenda to build the resilience of agricultural livelihoods of vulnerable communities with government partners, UN agencies, regional organizations, NGOs and donors. • Represents FAO in interagency coordination meetings and programming exercises, including preparedness, early warning for early action and response. • Promotes the implementation, monitoring and quality assurance of all cash transfer components (unconditional cash, cash for work and coupons). • Supports the FAO Representative in resource mobilization in support of the country programme; organizes regular donor meetings; as appropriate, informs the donor community on the prevailing livelihoods, food security and nutrition situation and the agriculture sector (crops, livestock, fisheries and forestry). • Supports sectorial coordination through the FAO-WFP co-led Food Security Sector in the country. • Raises awareness on FAO's role in emergency and resilience. • Coordinates the development of FAO's contribution to interagency Humanitarian Response Plans (HRPs) and United Nations Cooperation Framework (UNCF) in the country. • Coordinates FAO's contribution to inter-agency Post Disaster Needs Assessments and Post Conflict Needs Assessment. • Performs other related duties as required.

Specific Functions • Leads the planning, development and implementation of Emergency and Resilience programme/projects in Northern Mozambique. • Maps all FAO interventions in the province and ensures synergy and complementarity in the implementation of the programme/projects for increased impact. • Prepares detailed area work plans in line with the budget and in collaboration with stakeholders, and makes necessary arrangements for their successful implementation in a timely manner. • Provides programmatic and technical support and advice to enhance effective project delivery and compliance with both FAO's rules/regulations and the donor standards as defined in the respective project documents. • Conducts regular field visits and on-site mentoring for ongoing project activities and development knowledge products. • Monitors progress of project implementation in relation to annual work plan (timelines, achievement of project objectives and impact), and implements corrective measures when needed, in consultation with Project Managers (PMs). • Engages with beneficiaries and ensures gender and protection perspectives are implemented in all areas of work. • Ensures that FAO interventions within area of operation take into account gender aspects, especially those related to women and youth, conflict sensitivity and Accountability to Affected Populations (AAP). • Prepares ad hoc and bi-annual/yearly plans and reports/updates and informs the PMs and technical teams in a timely manner. • Reviews and comments on technical documents as required; prepares technical specifications of the required project inputs (equipment supplies) and drafts tender documents for local or international procurement. • Organizes briefing and debriefing meetings for donor missions. • Leads the conduct of emergency needs assessments in response to any humanitarian crisis at the provincial level. • Identifies possible bottlenecks and challenges within the changing humanitarian and operational frameworks; proposes solutions to these challenges and plans for contingency planning actions. • Performs other related duties. ______________________________________________________________________________________________________ CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions, is desirable. • Extent and relevance of experience in field programme/project operations in the food security and agriculture sector. • Familiarity with FAO's Project cycle guidelines and knowledge of FAO processes and administrative systems is considered an asset. • Extent and relevance of experience in liaising with international donor organizations and development partners and in preparing proposals for funding, monitoring budgets and preparing financial reports in donor specific formats. • Extent and relevance of experience in programme/project management.
