Organizational Setting

The Regional Office for Latin America and the Caribbean (RLC) is responsible for leading FAO's response to regional priorities for food security, agriculture and rural development through the identification, planning and implementation of FAO's priority activities in the region. It ensures a multidisciplinary approach to programmes, identifies priority areas of action for the Organization in the region and, in collaboration with Divisions, Offices and Centres at headquarters, develops, promotes and oversees FAO's strategic response to regional priorities. RLC also advises on the incorporation of regional priorities into the Organization's Programme of Work and Budget and implements approved programmes and projects in the region, monitors the level of programme implementation and draws attention to problems and deficiencies. RLC develops and maintains relations with region-wide institutions including the Regional Economic Integration Organizations (REIOs).

The Regional Office supports regional policy dialogue on food security, agriculture and rural development issues, facilitates the emergence of regional partnerships, and supports capacity development and resource mobilization for food security, agriculture and rural development in the region.

The post is located in the Regional Office for Latin America and the Caribbean (RLC) in Santiago, Chile.

Reporting Lines The Emergency and Rehabilitation Officer reports to the Regional Programme Leader (RPL) in RLC.

Technical Focus Support the implementation of FAO's resilience agenda at regional level.

The Emergency and Rehabilitation Officer will be, as Head of the Project Office, responsible for the overall coordination and management of FAO’s response to emergency and recovery operations in the Latin America and the Caribbean region, ensuring the smooth implementation of project activities, FAO's representation in the UN mechanisms at country level and for resource mobilization.

Key Results Technical and policy expertise to support the planning, development and implementation of regional programmes, projects, products and services in accordance with the FAO Strategic Framework.

Key Functions • Plans and leads components of multi-disciplinary teams, coordinates, and/or participates in Organization-wide committees, and provides technical expertise to international committees and working groups; • Develops and updates the supporting approach, methodology, tools, systems/databases, policies and/or standards to support programme delivery and specific objectives, services and outputs of regional teams focusing on (i) humanitarian policy, interagency collaboration and mobilization of emergency resources; (ii) food chain crisis, special operations, Level-3 emergency preparedness, early warning and support to transition; (iii) and/or programming to integrate resilience into FAO planning at all levels; • Develops position papers, proposals and/or policy briefs to support humanitarian policy development, coordination and liaison with international partners such as the Inter-Agency Standing Committee (IASC), WFP, UNHCR, UNICEF, NGOs and other humanitarian groups involved in emergency and recovery activities; • Undertakes FAO emergency needs assessment activities and missions, conducts food and nutrition security assessments and analysis, coordinates in-country early warning alerts, and undertakes coordination with all relevant partners in these areas; • Provides technical support to ongoing operational emergency and recovery projects and programmes and related capacity development in countries, subregions and the region, utilising the Standard Operating Procedures, surge mechanisms and Level-3 capable response systems; • Promotes best practices and provides technical support/services to Decentralized Offices, to facilitate emergency programming, resource mobilization, and integration of emergency and development work in countries, as well as to provide capacity support during critical phases of emergencies; • Monitors, promotes and coordinates resource mobilization activities including corporate appeals, donor macro grants, CERF/SFERA (Central Emergency Revolving Fund/Special Fund for Emergency Rehabilitation Activities) submissions, annual appeals and midyear reviews, as well as collaborates with countries and headquarters to facilitate resource mobilization through project and programme formulation; • Maintains and updates FAO emergency information systems, crisis communications, information and advocacy, as well as providing up-to-date information for reporting, audits, evaluations and inputs to FAO governing body documents; • Performs other related duties as required.

Specific Functions • Promotes FAO’s emergencies and resilience programme with government partners, UN system organizations, NGOs and resource partners by raising awareness of FAO’s comparative advantages; facilitating partnerships and synergies; ensuring close collaboration and coordination; and mobilizing funds; • Ensures that the Emergency and Resilience Programme Approach in Latin America and the Caribbean is in line with the FAO Strategic Framework, and in particular the commitments made under the four Priority Programme Areas of ¨Food and Agriculture Emergencies” and ¨Resilient Agrifoodystems¨; • Supports the generation of timely and quality evidence, data and analysis on the impact of hazards and risks on agricultural livelihoods and food security and nutrition, to inform programming and decision-making of FAO, as well as of partners and government counterparts; • Articulates agriculture emergency assistance interventions in response to disaster and crises, in close coordination with FAO Representations, Subregional Offices, relevant technical teams and government counterparts; • Represents FAO in inter-agency coordination fora: Regional Group on Risks, Emergencies and Disasters in Latin America and the Caribbean (REDLAC), the Issue-Based Coalition on resilience, and other regular and ad-hoc coordination fora in the region; • Acts as regional emergencies and resilience focal point for the Office of Emergencies and Resilience (OER); • Prepares briefs and updates on FAO’s emergencies and resilience programme in the Latin America and the Caribbean region as required; • Plans, monitors and provides technical assistance to the regional and country level work programme, ensuring that all emergencies and resilience related results and milestones are achieved, in close coordination with FAO Representations andSubregional Offices, and with the support of the relevant technical divisions at headquarters.

Minimum Requirements • Advanced university degree in disaster risk management, agronomy, social sciences, natural sciences or related field. • Seven years of relevant experience in public and/or private sectors related to resilience and emergency response programming, planning and technical cooperation in the area of food and agriculture, including experience in developing countries, especially in countries that are vulnerable to disaster or other emergency risks. • Working knowledge (proficient - level C) of English and Spanish.

Technical/Functional Skills • Work experience in more than one location or area of work, particularly in field positions. • Extent and relevance of experience at international level in disaster risk management and livelihoods resilience. • Demonstrated experience in formulation and implementation of emergencies and resilience projects and programmes. • Extent of knowledge of international humanitarian architecture, including UN system organizations, NGOs and other partners. • Demonstrated ability and experience in responding, and coordinating surge support, to complex emergencies. • Demonstrated capacity to strategically lead and manage multidisciplinary teams and programmes to achieve results in complex changing international environments. • Knowledge of the Latin America and the Caribbean region, including political, cultural aspects and development priorities. • Knowledge of French will be an asset.
