Background on WPE programming and the Engaging Men in Accountable Practices (EMAP) approach

In February 2023, IRC Hellas’ WPE commenced GBV prevention programming under EU-funded CARE: Community-Based Primary Prevention of GBV in Greece and Italy. CARE aims at contributing towards the prevention of GBV against women and girls, with a focus on intimate partner violence, by addressing its root causes. The IRC will implement community-based interventions that engage women to build peer support networks, empowerment, and capacity to lead change in their communities and support other women. Men will be engaged in a transformative process to foster accountability and encourage the change of GBV-related gender norms, shift in attitudes, and the likelihood of bystander intervention, through the implementation of the Engaging Men in Accountable Practices (EMAP) framework.

Created by the IRC, EMAP is a one-year primary prevention intervention. It provides staff with an evidence-based curriculum and field-tested approach for engaging men in transformative individual behavior change, guided by the voices of women. EMAP provides a method and structure for honoring women’s leadership and developing male engagement in a way that improves, rather than endangers, the lives of women and girls. In Greece, it will be adapted and piloted for the first time to target Greek, migrant and refugee people.

Scope of Work

We are looking for an EMAP Facilitator/ GBV Prevention Officer to lead single-gender discussions to achieve its goals.

The, EMAP Facilitator/ GBV Prevention Officer as a team member of the IRC’s Women’s Protection and Empowerment (WPE) team in Greece, will work closely with the WPE Manager and other members of the WPE team to adapt existing materials, facilitate accountability group discussions with men and info sessions, and engage men in the community to enhance the protection of women and girls.

Key Responsibilities

The main responsibilities of the EMAP Facilitator/ GBV Prevention Officer will be:

Contextualization and implementation of EMAP group sessions:

- Review existing IRC material for Engagement of Men in Accountable Practices (EMAP);

- Participate in the adaptation and contextualization of EMAP approach to the Greek context, working closely with migrant and women-led organizations, reviewing materials, organizing and incorporating feedback from FGDs with community members, discussions within the WPE team, and inputs from other relevant actors;

- Engage in EMAP training and participate in the training and supervision of the cultural mediators;

- Facilitate the men’s discussion groups: weekly meetings of at least 3 groups over a period of at least 4 months;

- Engage in self-introspection and learning about accountable practices by participating in weekly facilitator-supervisor accountability meetings;

- Propose and facilitate community sensitization strategies based on the recommendations of the EMAP focus group sessions.

Community mobilization, participation, and engagement:

- Reach out to the community to inform them about the upcoming prevention interventions, identify, mobilize, and recruit male participants for the community-based discussion groups;

- Organize one-off information and sensitization sessions with men in the community to disseminate information about available services and protection topics;

- Work closely with the team to devise strategies to engage men and boys in community mobilization efforts aimed at creating a protective environment for women and girls.

Reporting, Monitoring & Evaluation:

- Ensure consistent monitoring and evaluation based on relevant M&E tools with the support of the WPE Manager and M&E officer;

- Participate in the writing of the end-of-intervention report by evaluating feedback and program data;

- Ensure weekly reporting on activities, highlighting any implementation challenges, and propose solutions and adaptative measures to the WPE manager when necessary.

Capacity building and follow-up of community focal points:

- Support the preparation of a Training of Trainers toolkit for Community Focal Points and co-facilitate their training;

- Maintain regular contact with community focal points to ensure a constant flow of information and feedback and strengthen their capacity through training, coaching, and mentoring.

Other tasks:

- Coordinate and liaise with MHPSS team members and other actors on the evolution of the interventions and referrals, as necessary;

- Carry out any other ad hoc task deemed useful by his direct supervisor or by the IRC;

- Ensure that all activities are implemented in accordance with the IRC's operational policies;

- Collaborate closely and effectively with the other components of IRC programs.

Required Qualifications

Skills and knowledge gained through a combination of job-related training, practical field experiences, and some form of formal education, including:

Education: Bachelor’s degree in social work, humanities, social sciences, psychology, or related field preferred.

Work experience:

- At least 1 year of relevant experience, including implementing GBV prevention and/or PSS activities at the community level;

- Experience in facilitating trainings and/or focus group discussions at the community level;

- Experience with implementing PSS activities with displaced communities would be an asset;

- Experience in working on the development and/or contextualization of training materials and toolkits would be an asset.

- Must have experience counseling and/or coaching men.

Skills and Abilities

- Interest in individual attitudinal and behavior change, including for oneself;

- Good understanding of protection and GBV issues, including gender inequality and root causes of GBV;

- Good listening and communication skills;

- An open mind on gender social norms will be expected;

- Strong facilitation skills;

- Experience working in the community, preferably providing prevention and/or response services;

- Experience in facilitating group discussions with the outcome of behavioral changes, especially on gender norms;

- Knowledge of referral networks within Athens/Greece;

- Ability to write reports and use computer tools (Microsoft Word and Excel);

- Strong organizational and time management skills;

- Excellent interpersonal and teamwork skills;

- Demonstrate strong maturity;

- Language skills : Excellent written and oral English and/or Greek communication skills.

- The knowledge of French would be a very strong asset.

Key Relationships

- Position Reports to: The WPE Facilitator/Prevention Officer will report directly to the WPE Manager.

Working Environment: This position will be hired under a binational, EU funded GBV prevention project. The position will be based at Community Spaces in Athens and in the Athens IRC Office.
