**OVERVIEW** ------------ Parent Sector : Culture Sector (CLT) Duty Station: Nineveh Classification of duty station: Mousl Standard Duration of Assignement : 6 months Job Family: Culture Type of contract : Non Staff Level : Equivalent to SC 5 Duration of contract : From 1 to 6 months Recruitment open to : Internal and external candidates Application Deadline (Midnight Paris Time) : 28-February-2022 UNESCO Core Values: Commitment to the Organization, Integrity, Respect for Diversity, Professionalism **OVERVIEW OF THE FUNCTIONS OF THE POST** ----------------------------------------- - The incumbent work assignment falls in the framework of the project “Reviving the Spirit of Mosul by Rebuilding its Monumental Landmarks”, financed by the United Arab Emirates (UAE – hereinafter the ‘Project’). - The Project aims at the restoration and reconstruction of the historic landmarks of Mosul, notably the emblematic Al Saa’a Church Complex. The project also includes another church in the Old City of Mosul, Al Tahera Syriac Catholic and the Al Nouri Mosque Complex. Through rebuilding and restoration of cultural heritage in the Old City of Mosul, the project will contribute to job creation, the return of displaced Moslawis, skills development and important steps towards reconciliation. - The Project is being implemented within the framework of the UNESCO flagship initiative ‘Revive the Spirit of Mosul’, launched by the UNESCO Director-General in 2018, and focusing on the human dimension of reconstruction. - The aim of the rehabilitation and stabilization of Al Saa’a Church Complex is to re-establish its full functionality as a Conventual Church with annexed facilities. This shall be accomplished through the structural stabilization and rehabilitation of the existing buildings, the reinstatement of their weather-tight envelopes, the reconstruction of its lost portions, and the rehabilitation of all those services (electrical and electro-mechanical) needed for the Complex to serve again the Moslawi community with its original religious, educational and cultural function. - Recently, UNESCO completed the tender documentation of the first set of interventions on the Church Complex and launched an ITB (Intention to Bid) for the selection of the contractor who will implement these interventions. This first set of works are meant to rehabilitate the exterior facades of the church complex – finishing layers, doors and windows. The works include the stabilization of the church (external intervention) and the bell tower, remove and replace the badly damaged stone cladding of the facades, as well as repairing the exterior alabaster decorative elements and exterior stone cladding which did not suffer major damages. - This first set of interventions concerning only the exteriors of the Complex, will be followed by the preparation of the next step - the detailed design and tender package for the rehabilitation of the interiors (architectural, structural, electrical and electro-mechanical) as well as for the reconstructed portions (Refectory building, Kitchen and Kitchen Annexes). - The incumbent will be required to: a) provide operational support and advise in all the electro-mechanical, water and sanitation activities currently under implementation on the site; b) undertake the assessment of the existing situation – survey and report of the existing electro-mechanical, water and sanitation systems; c) build-up the detailed project and tender documentation for the rehabilitation/ new electro-mechanical, water and sewage systems of the Church Complex; d) liaise and provide operational and technical support to the international consultants and experts employed by the Project, as well as the site coordinator present on the site; e) ensure an accurate data recording and regular reporting. - The incumbent is expected to provide operational and technical services on the above-mentioned key components, across the different stages of implementation, leading from the assessment and design phase to the monitoring of the reconstruction and reception of works. Duties and responsibilities --------------------------- The incumbent will undertake the following specific tasks, in close coordination with UNESCO Iraq Office, and under the direct supervision of the Senior Project Officer: a) Provide technical guidance and field support to UNESCO with a focus on electro-mechanical, water and sewage works; b) Conduct technical assessment and draft the existing electro-mechanical, water and sewage assessment reports and drawings; c) Design the new electro-mechanical, water and sewage projects required for the rehabilitation of the entire functionality of the church complex, including the preparation of bid documents, e.g. bill of quantities (BoQs), specifications, estimations of prices, and drawings as necessary; d) Provide technical supervision and monitor the implementation of the electro-mechanical, water and sewage works in coordination with the other engineering specialties, overseeing implementing contractors on site daily, to ensure quality control and cost-effectiveness. Work output is quality-driven, efficient, and provides a timely execution of rehabilitation activities in adherence with construction site safety practices; e) Provide appropriate technical support to contractors and implementing partners, by identifying problems and issues to be addressed, proactively initiating corrective actions in coordination with UNESCO Site Coordinator and UNESCO Senior Project Officer, ensuring timely follow-up as and where necessary; f) Assist in monitoring of the construction market – electro-mechanic, water and sewage specialties, including the availability of locally-sourced materials, and any relevant changes in labor construction costs; g) Draft and submit progress reports on project activities, on a weekly basis and/or as required by the Senior Project Officer; h) Coordinate and liaise with stakeholders including government counterparts, other UN agencies, and implementing partners related to electro-mechanical, water and sewage works; i) Perform any other duties assigned by the UNESCO Senior Project Officer; Expected results and duration of the assignment ----------------------------------------------- **• Expected results:** Undertake the assessment of the existing electro-mechanical, water and sewage systems; build-up the detailed project and tender documentation for the new electro-mechanical, water and sewage systems; responsible for the smooth implementation of the technical electrical aspects of the project; facilitation of consultations and discussions with local contractors, stakeholders and authorities. **• Expected time-limited duration of the assignment** The duration of this contract is of minimum 12 months, starting indicatively/ tentatively from 1st of March 2022, with 3 months probationary period. The assignment will be Mosul based, with the incumbent being expected to be present in Erbil (Iraq) in the UNESCO Erbil office frequently and as required by the assignment’s needs Organizational Environment and Partnership ------------------------------------------ **Organizational Environment and Partnership** Within the framework of the project, the incumbent, in coordination with UNESCO Iraq Office and under the direct supervision of the Senior Project Officer and in coordination with the Site Coordinator, shall provide on-site and office services, from assessment, design to following-up with the implementation of the rehabilitation and reconstruction works at the Al Saa’a Church Complex. Academic qualifications** • MA in electro-mechanic engineering or BA in electro-mechanic engineering with two additional years of relevant professional experience (mandatory). **2. Years of relevant work experience** • Professional background in electro-mechanic engineering, with a minimum of 5 years of experience in designing electro-mechanic, water and sewage systems as well as supervision of implementation of these projects (mandatory). • Previous experience in assessing and documenting existing electro-mechanic, water and sewage systems (mandatory). • Previous experience in designing and supervising the implementation of electro-mechanic, water and sewage interventions of restoration/ rehabilitation of historical buildings/ sites and/or new designs in historical contexts through concrete examples (mandatory). **3. Language requirement** • Native Arabic speaker – oral, written, comprehension. • Fluent in English – oral, written, comprehension. **4.
