Office/Unit/Project Description

a. Organizational context

The United Nations Security Council Resolution 2009 established the UN Support Mission in Libya (UNSMIL) in September 2011. In February 2012, the High National Elections Commission (HNEC) was put in place and a joint UN electoral team has been supporting the HNEC since, in particular for the organization of the elections of the General National Congress which took place on 7 July 2012 and were widely praised as credible. The team also supported the February 2014 Constitutional Drafting Assembly elections and the June 2014 House of Representatives elections. Under Libyan leadership, UNSMIL and UNDP are jointly supporting the electoral process based on their comparative expertise to ensure uniform decision-making and effective planning. The Promoting Elections for the People of Libya (PEPOL) has been designed to provide a comprehensive range of electoral support through the integrated UN Electoral Support Team.

As per the roadmap agreed during the Libyan Political Dialogue Forum in Tunis in November 2020 that calls for national elections on 24 December 2021, and which was confirmed in the LPDF in Geneva in February 2021, HNEC is currently working on the planning and preparations for elections in 2021

PEPOL Scope: The UNDP Libya’s national elections project ‘Promoting Elections for the People of Libya’ (PEPOL) is integrated with UNSMIL as part of the UN’s Electoral Support Team (UNEST). UNEST/PEPOL provides technical electoral assistance to the High National Elections Commission (HNEC) in support of its capacity and readiness to prepare and hold national elections. The Project was initially designed in 2017/18 for a three-year scope and has been extended until end of 2021 to maintain HNEC’s technical readiness for elections and prepare for national elections on 24 December 2021, and possibly a referendum if decided so.

b. Job purpose

In coordination with UNSMIL Electoral Support Team (UNEST), the Electoral Reporting and Coordination Specialist reports directly to the UNDP PEPOL Chief Electoral Advisor/Project Manager.

The Specialist is responsible to prepare all regular and ad hoc donor reporting in support of the CTA/PM, prepares donor meetings, assists in the coordination of international electoral assistance providers, follows-up with donor partners, and supports the project’s M&E framework, data gathering and communication.

Institutional Arrangement

Under the guidance and supervision of and reporting to the PEPOL CTA/ Project Manager, the Electoral Reporting and Coordination Specialist is responsible to deliver high-level electoral reports and to provide the necessary coordination amongst key partners in support of UNEST/PEPOL and the HNEC, in a coordinated, systematic, client-oriented, and timely manner, for the project to deliver quality work, achieve better development results, and retain trust from partners.

a) The incumbent will be supervised by and reports to the UNDP CTA/Project Manager.

b) The assignment will be home based with envisaged missions to Libya (Tripoli) or Tunisia (Tunis).

c) The incumbent may be required and should be ready to travel for missions to Libya and other regions upon request when required for the functions.

d) The incumbent will work full-time from Sunday to Thursday from 8:00-17:00 Libyan time (UTC +2).

e) The incumbent will be directly responsible to reporting to the designated PM.

f) All reports and documents provided to UNEST/PEPOL and UNDP Libya will be in English, to facilitate review and feedback by UNDP Libya.

Duties and Responsibilities

Scope of Work

Summary of key functions:

  • The Electoral Reporting and Coordination Specialist is responsible for developing systematic quarterly and annual project reports in line with UNDP formats and standards, as well as monthly electoral newsletters and updates to donors and stakeholders.
  • The Electoral Reporting and Coordination Specialist is responsible for developing and maintaining a coordination matrix and action plan that maps all the electoral assistance provided by international partners to HNEC.
  • The Electoral Reporting and Coordination Specialist is responsible to organize in support of UNEST/PEPOL monthly technical information sharing meeting with international partners on electoral assistance.
  • The Electoral Reporting and Coordination Specialist is responsible to prepare in support of UNEST/PEPOL the organization of Board Meetings and other high-level meeting with counterparts and donors/international partners. The Specialist is responsible for the proper set-up of virtual meeting links, the invitation list, minutes taking, etc.
  • In support of PEPOL CTA/PM and in conjunction with UNDP’s Donor Coordination Specialist, the Electoral Reporting and Coordination Specialist engages in preparatory planning, coordination and follow-up of all donor related programmatic and technical aspects.
  • Under the leadership of the Chief Technical Advisor/Project Manager, PEPOL, the Reporting and Monitoring Specialist will work closely with UNEST Advisors and Specialists to gather and transfer data and also produce accurate electoral reports for dissemination to the various project stakeholders and partners.
  • In support of the UNDP’s Communication Specialist and PEPOL CTA/PM, the Electoral Reporting and Coordination Specialist will inform and provide UNDP Libya the proper visibility materials and supporting documents to promote the Project and UNDP’s work on elections.
  • In support of the PEPOL CTA/PM and UNDP’s M&E Specialist, the Reporting and Coordination Specialist is also responsible for the establishment and implementation of the project’s planning and monitoring system. He/she further implements and improves the existing M&E system by enhancing the robustness of the M&E framework and sharpening results-based data collection methods according to UNDP’s RBM principles.
  • Perform other related duties as required.

Required Skills and Experience

Min. Academic Education

  • Master’s degree in Social Sciences, Political Science, International Relations Linguistics, Literature or a related field from an accredited academic institution;
  • BA degree in above fields with 2 additional years of relevant working experience can be accepted in lieu of Master’s degree.

Min. years of relevant Work experience

  • Minimum seven years (with Master’s degree) or nine years (with Bachelor’s degree) of professional expertise in report-writing, external relations, and/or communications in an international donor-funded project setting;
  • Minimum five years of professional experience in elections and/or electoral assistance;
  • Minimum five years of experience in report writing skills in a UN setting to both internal and external stakeholders / partners;
  • Professional experience in advisory support and capacity building to national counterparts / stakeholders;
  • Working experience preferably in a UN setting with electoral and high-level political actors as well as donors from the international community, providing capacity development and advisory support to counterparts.

Desired additional skills and competencies

  • Working experience in post-conflict countries is a strong asset;
  • Experience in M&E and Results Based Management, preferably with UNDP context is an asset.

Required Language(s) (at working level)

Fluency in English (oral and written at the highest professional level) is mandatory
