Result of Service The consultant will deliver the following documents (in electronic format):

- An inception report. - A document with a detailed table including the key actors and stakeholders in Zimbabwe, in the domain of recognition of skills and qualifications of international migrants and investigate their experiences and views. - An analysis the mapping and analysis report including:

o The situational analysis of what the policies, legislation and government’s programs are in relation to the recognition of skills and qualifications of international migrants. o The gap analysis of what need to be strengthened in the recognition of migrants’ skills and qualifications in Zimbabwe. - The final report with policy recommendations - A capacity building plan.

The Consultant's performance will be evaluated based on the following elements

- Punctuality of report submission - Implementation of the capacity building plan - Alignment with the objectives and methodology as outlined in the TOR - Produce quality reports, as evidenced by the comments received. All work must be the Consultant's own work, with citations of authors and data sources

The Consultant shall provide ECA and ILO with all documents, databases (preferably in Excel format), figures, presentations. All deliverables should be written in English.

Duties and Responsibilities I- BACKGROUND The policy debate on migration to, from and within Africa needs to be anchored on evidence. For example, illegal migration to Europe represents a small fraction of all African migrations within and from the continent and there is relative neglect of legal migration (representing about 90 percent of total extra-continental migration), intra-African migrations representing approximately 70 percent of African migratory flows are just among the most conspicuous evidence-based observations for policy interventions. Negative stereotyping and misperception of migration in Africa is fed, in part, by a lack of reliable data and information about migration levels and trends, local, national, and international drivers of migration, migrant’s skills, migration impacts and the profiles of migrants. To better mainstream migration in public policies and enhance national capacities of countries to develop evidence-based policies and actions use migration statistics, there is a need to strengthen capacities of selected countries to collect, analyze and disseminate standardized migration-related data and enhance mutual recognition of skills and qualifications of African workers for implementing the migration-related targets of the Sustainable Development Goals (SDGs) and the Global Compact for Safe, Orderly and Migration considering gender-specific migration trends and statistics. In this context, the Economic Commission for Africa (ECA) and The International Labor Organization (ILO) will conduct a study to elaborate a mapping on the recognition of migrant’s skills and qualifications in Zimbabwe. This will help to identify a Capacity-Building Plan to build capacity in Zimbabwe in order to develop evidence-based migration policies and programmes in line with the regional protocols and frameworks on migration, including the African Union Convention on Cross Border Cooperation (Niamey Convention); the African Union Border Programme and Measures for its Consolidation; the Revised Migration Policy Framework for Africa; the African Common Position on Migration and Development; the Declaration on Migration; the Joint Labour Migration Programme (mainly Objective 1 that calls to «collect and utilize accurate and disaggregated data as a basis for evidence-based policies” ); the African Continental Free Trade Area (AfCFTA) agreement; and the Protocol on Free Movement of People and Goods and the Global Compact on Safe, Orderly and Regular Migration.

II- OBJECTIVES OF THE CONSULTANCY Under the overall supervision of the Director of ECA SRO- NA, and the direct supervision of the Economic Affairs Officer, a national consultant will be recruited to conduct this consultancy. To carry out this task, the national consultant will: a. Identify key actors and stakeholders in Zimbabwe, in the area of the recognition of skills and qualifications of international migrants and investigate their experiences and views. b. Carry out situational analysis of what the policies, legislation and government’s programs are in relation to the recognition of skills and qualifications of international migrants. c. Identify gaps and areas in the recognition of migrants’ skills and qualifications that need to be strengthened and provide recommendations to policy makers. d. Identify capacity building needs of national actors and provide a Capacity Building Plan to enhance the process of the recognition of migrants’ skills and qualifications in Zimbabwe.

III- EXPECTED RESULTS AND DELIVERABLES: The main expected results from the consultant's mission are as follows: a) The preparation of an initial report (R1) stating the good understanding of the task by the consultant and detailing among others the work to be undertaken, the conceptual framework, the methodology, the work plan, the annotated plan of the report and the chronogram of the activities. b) The identification of key actors and stakeholders in Zimbabwe, in the domain of recognition of skills and qualifications of international migrants and investigate their experiences and views. A short document with a detailed table (R2) will be submitted by the consultant. c) The preparation of a mapping and analysis report (R3) including - A situational analysis of what the policies, legislation and government's programs are in relation to the recognition of skills and qualifications of international migrants. - A gap analysis of what need to be strengthened in the recognition of migrants' skills and qualifications in Zimbabwe. - The final report with policy recommendations. d) Design and propose a Capacity Building Plan (R4) to enhance the process of the recognition of migrants' skills and qualifications in Zimbabwe.

Qualifications/special skills Advanced university degree (Master's / MBA or equivalent at least) in political science, social science (Statistics, Development, Economics, Sociology, Demography, Population Studies, Migration) or any related field is required. A PhD is an advantage. At least 10 years of proven experience in the collection, and analysis of migration statistics is required Experience with national organizations in charge of migration issues Experience with the normative and/or operational work of the AU and the UN development system in North Africa is highly desirable

Languages English and French are the working languages of the UN Secretariat. For this consultancy, Fluency in English is required. Knowledge of French is desirable
