Duties and Responsibilities The just transition to sustainable and low-carbon economies requires long-term and consensual policies, the construction of which necessarily passes through Parliaments. Due to their representative and plural essence and considering the role of counterweight that they perform to the other state powers, Parliaments are essential to defend democracy, increase transparency, promote the rights of minorities and integrate the protection of the environment and, in particular, the mitigation and adaptation to climate change as unavoidable dimensions of all public policy. Within the framework of the 26th Conference of the Parties to the United Nations Framework Convention on Climate Change (COP 26) held in November 2021, fifteen parliamentarians from twelve Latin American and Caribbean countries signed a joint declaration that marked the announcement of the Parliamentary Observatory on Climate Change and Just Transition (OPCC). The purpose of the OPCC is to constitute a shared information tool on the state of the legislation and parliamentary procedures in the region and beyond. In this context, the United Nations Economic Commission for Latin America and the Caribbean (ECLAC), with the support of the Open Society Foundations (OSF), is developing a technical cooperation project to promote the construction of effective legislative frameworks for a just transition to sustainable and low-carbon economies in the countries of Latin America and the Caribbean and beyond, through the concretization of the Parliamentary Observatory on Climate Change and Just Transition (OPCC). As part of this technical cooperation, it is necessary to elaborate, coordinate and execute the communication plan of the OPCC. Objective: The objective of the consultancy is to elaborate, coordinate and implement the communication plan of the Parliamentary Observatory on Climate Change and Just Transition (OPCC). Methodology and tasks: The relevant ECLAC and United Nations regulations and standards shall be observed. All tasks shall be carried out in accordance with ECLAC guidance and orientation. The consultant shall perform the following tasks:

Task 1: Elaborate the OPCC communication plan In close coordination with ECLAC, the consultant will prepare the Communication Plan, which shall include communication strategies and actions for the OPCC for the period from November 2022 to June 2024. At least, the following elements shall be included: i. Identification of the main target audiences (10%). The strategies and actions envisaged in the OPCC's Communication Plan should primarily address the main target audience of Latin American and Caribbean countries and beyond. In countries with a presidential system, the main target audience are the Presidents and Representatives of the Environmental and Sustainable Development Commissions (or their equivalents), as well as the legislative technical teams of the Federal Senate and the Chamber of Representatives. In the case of countries with a parliamentary system, the main target audience are the Ministers, Permanent Secretaries and technical teams of the Ministries of Environment, Sustainable Development, Climate Change and the like. Therefore, the communication plan shall consider the institutional diversity of Latin American and Caribbean countries, including territories and dependencies. Although participating legislators share the commitment to environmental defence and just transition, it is important to note that the OPCC is a space for plural interparliamentary dialogue and exchange. In addition, other public authorities (executive and judicial), academia, civil society, social movements, companies and other social actors in the region and in the world are also part of the target audience. ii. Identification of communication objectives (20%), based on the communicational needs of the project and the OPCC. These needs are linked to the OPCC's online platform (in development), reports and publications, online and in person events and dissemination materials from the OPCC. iii. Map and selection of communication channels (20%): according to the identified objectives, indicate the most relevant channels for the communication of the project and the OPCC. iv. Forecast of communication strategies and actions (40%), which must include, at least: a) Development of logo and visual identity manual for the OPCC, for application on the online platform, reports and publications, dissemination materials, etc.; b) Development of an editorial manual for the publication of OPCC texts; c) Development of communication templates and pieces. v. Schedule of implementation of communication strategies and actions (10%).

Task 2: Implementation – Logo development and visual identity manual of the OPCC i. Develop the OPCC logo, in coordination with ECLAC, to be applied on the online platform, reports, publications, dissemination materials and other relevant materials from the observatory. ii. Develop visual identity manual for the OPCC, in coordination with ECLAC, including rules for applying the logo, colour palette, backgrounds, typography, photographic language, among others.

Task 3: Implementation – Development of an editorial manual for OPCC texts Develop editorial manual for OPCC texts, including publication of policy briefs, opinion articles and other relevant OPCC textual material. The manual shall be prepared in order to guide the process of elaboration, revision and production of texts using editorial standards, observing the norms and guidelines of ECLAC, and shall include the following elements: i. Structure: basic structure indicated for each type of text. ii. Editorial standardization: type of language, impartial and objective nature of the content, use of uppercase and lowercase, abbreviations, presentation of references, ordering of citations, etc. iii. Graphic-visual standardization: aspects of form and aesthetics.

Task 4: Implementation – Elaboration of templates and communication pieces The templates and pieces of communication shall be prepared in accordance with the regulations and guidelines of ECLAC. The approval process shall be previously agreed upon with ECLAC. All materials must be produced in Spanish, Portuguese and English, in joint definition with ECLAC. Following the regulations and rules of the United Nations, all communication materials produced must be delivered in an open and editable format and the property rights (copyright) will belong to the United Nations. The consultant is responsible for showing and instructing the ECLAC team how to use and adjust the models to the demands and needs of the OPCC through accessible tools, defined by common agreement. The consultant shall foresee in the Communication Plan , define and agree with ECLAC, elaborate and prepare communication templates and pieces , which may include: i. One (1) short video presentation of the OPCC for inclusion on the OPCC website. ii. One (1) OPCC presentation brochure for wide dissemination, including website and for printing and distribution at events. iii. Three (3) infographics on relevant topics of the OPCC. IV. One (1) short video, or other suitable material, tutorial type of use of the data panel (dashboard). v. One (1) physical banner (roll-up) of the OPCC for use in events. vi. Two (2) event concept note templates (e.g. stylized header). vii. Two (2) general invitation templates for event dissemination purposes. viii. Two (2) programme templates for event dissemination purposes. ix. Two (2) reminder templates for event dissemination purposes. x. Two (2) templates of “thank you for your participation” for event participants. xi. Two (2) YouTube thumbnail (one opening and one closing) for events online broadcast (streaming). xii. One (1) stylized OPCC countdown video for streaming events on YouTube. xiii. One (1) layout for YouTube (frame and identification of speakers) for events online broadcast (streaming). xiv. One (1) template of insignia (badge) for use in in-person events. xv. Two (2) publication layout models, one for reports and one for policy briefs. xvi. One (1) template of presentations in PPT, including, at least, main title slide and two slide options with title and text.

Qualifications/special skills- Graduation in social communication, organizational communication, audiovisual production and related areas. A minimum of 5 (five) years of professional experience with communication services in different modalities Desirable requirements: Experience with stakeholders of the legislative power and/or international cooperation projects

Languages- Fluency in Spanish and/or English -Desirable - Portuguese
