Recognizing the importance of modernizing the healthcare system, the Ministry of Health and Wellness (MoHW) has placed a priority on digital transformation. This ongoing initiative seeks to streamline work processes, optimize resource allocation, and improve the efficiency and overall quality of healthcare services while also aiming to enhance patient engagement and foster a sense of responsibility.

In 2022, the MoHW signed a Project Portfolio Document on eHealth initiatives with the UNDP to consolidate various digital health efforts and established a Digital Health Office (DHO) staffed with the MoHW Officers, Officers from the Ministry of Information Technology, Communication and Innovation, (MITCI) and other contractual Officers, providing specialized services/expertise for program management and ICT support capabilities. It assumes the necessary authority to oversee the country's digital health vision and strategy, coordinate digital health projects, and initiate artifacts that guide projects and ensure the quality of outputs, including national conceptual blueprints, interoperability architecture blueprints, standards, data dictionaries, standard operating procedures, guidelines, and frameworks. In the context of the Project Portfolio with UNDP, the MoHW intends to implement a national citizen-centered eHealth solution through partnering with international solution supplier that operates in Mauritius through its head office and two local support offices. This multiyear digital transformation program includes the design, configuration, and implementation of a set of digital health components across the health system able to deliver core functional capabilities at a national scale. This is expected to be implemented in two phases across all public healthcare facilities. Phase one (1) will comprise the implementation of four components, namely the Patient Administration System (PAS), a public-facing Patient Portal, a Blood Transfusion System and Querying and Analytics. Phase two (2) aims to broaden the scope by incorporating additional components1 and integrating IT systems that are currently being utilized or in the implementation process.

To address the workforce challenges stemming from a shortage of ICT staff in the public sector and a lack of expertise, the MoHW is exploring diverse methods for sourcing the capabilities required to meet operational and project needs. In this context, the UNDP Mauritius CO is supporting the MoHW to recruit local and International UN Volunteers to support the implementation of phase 1 of the project for an initial period of 12 months.

These recruitments would promote trust and positive perception of digital technologies and address potential resource gaps during the eHealth implementation phase at the regional level. Also, the staff will be designated to follow supplier teams closely, gain practical experience, and understand the operational processes to build internal expertise for long-term sustainability and success.

Scope and Duties: - Coordinate among the UNVs, supplier and DHO team to ensure that project activities are aligned with the plans and objectives - Monitor project risks and issues and propose mitigation strategies to minimize impact on project progress and outcomes for each health facility - Participate in the preparation, review and refinement of project plans and deliverables to ensure alignment with clinical workflows, care processes, and patient needs for each health facility - Facilitate communication of the supplier/DHO with different teams, ensuring that everyone is aware of the progress being made and any issues that need to be addressed at health facilities - Provide support and guidance to the UNVs posted in the regions, clinical champion/ Subject Matter Experts by helping them with administrative tasks, arranging meetings, and ensuring that they have the resources they need - Support DHO in trainings organization and conduction, including organizing centralized place for job training - Coordinate with the UNVs appropriate user testing and validation of the software to ensure that it meets the hospital's / health facilities’ requirements and is fit for purpose - Ensure that project outcomes and benefits are measured and contribute to project reports and documentation, including progress updates and recommendations for improvement to the core implementing team - Support quality assurance and monitoring mechanisms to assess the vendor's performance, gather feedback, and make data-driven adjustments to the collaboration as needed and establish quality assurance practices to assess the effectiveness of configured workflows - Establish feedback mechanism to gather input from healthcare professionals and continuously improve workflows
