Job Description

The IRC’s Emergencies & Humanitarian Action Unit (EHAU) oversees IRC’s global acute emergency preparedness and response activities. The mission of the EHAU is to expand and improve IRC’s ability to help affected communities survive in acute emergencies and hard to reach contexts by investing in people, systems, and solutions to complex humanitarian challenges. The EHAU team achieves this mission through ongoing rigorous risk analysis, investing in capacity strengthening of frontline humanitarians, partnership with local actors, offering collaborative support and technical assistance to teams working in emergencies and hard to reach places, and deploying and supporting world class emergency response staff as they help people affected by acute crisis situations.

Job Overview/Summary:

External Emergency Roster Staff are deployed to support either existing country programs in their emergency response, or to initiate a new program in the crisis zone. The overall responsibility of the team is to rapidly and effectively design, develop and manage the IRC’s on-site humanitarian response to meet the immediate needs of the affected population. Response personnel are also responsible for supporting the transfer of responsibilities and knowledge to the long-term staff to ensure the continuity of IRC programming and operations.

The Emergencies & Humanitarian Action Unit is seeking field coordinators to oversee programs and operations in complex field environments. The postings require a high degree of leadership, resilience, resourcefulness, and operational savvy, including excellent diplomatic skills and security awareness.

The Field Coordinator leads, coordinates, and oversees field operations and represents the EHAU/Country Program at field level. Within the assigned area of responsibility, the role ensures coordination and alignment of effort, implementation of program and project plans, responsive and compliant support functions, and timely and effective external representation. The Field Coordinator will identify and escalate needs, gaps and issues and coordinate and prioritize multiple competing demands. The Field Coordinator will support efforts to assure program quality and accountability to beneficiaries, in coordination with technical advisors.

Major Responsibilities:

• Lead and coordinate field operations to align team effort with project plans, program objectives and strategic goals, and ensure project progress and implementation and oversee all aspect of staff management including

• Manage Field Finance, HR, IT, Supply Chain and Safety and Security staff, overseeing all aspects of staff management including hiring, onboarding, performance management, learning and development.

• Ensures that all policies, procedures, and practices comply with IRC, donor, and national requirements

• Works closely with Program Technical Coordinators to identify programming technical needs and take the lead in implementation and follow up as appropriate and in close coordination with the program sector leads and guidance from the Team Lead.

• Manage the operational field budgets (OADF) for all grants, including liaising closely with Finance department to develop field support budgets, monitoring cash flow, reviewing BVAs and tracking program spending as per guidance from the Team Lead

• Develop and maintain effective working relationships with local coordination structures and stakeholders, representing the Unit in external fora and with local authorities

• Provide timely, concise, action-oriented reporting and communications on a scheduled and ad hoc basis to keep leadership informed and situationally aware and escalate issues as required

• Proactively identify, assess, monitor and implement measures to reduce or control risks that may impact field operations and program delivery

• Act as Security Focal Point for area of operation, and own and oversee implementation of Security Management Plan, adherence to standard operating procedures and scheduled review of measures

• Monitor the security situation, including attending security briefings and maintaining regular contacts with key security focal points in local government and UN/NGOs, keeping senior management and local staff informed of developments

• Ensure the provision and management of adequate facilities and office services, including office and living space, ICT and office equipment, administration, and budget planning and management

• Lead field-level strategic initiatives and cross-team efforts as assigned, such as client complaints and feedback, joint assessments, context analysis and emergency response, and ensure alignment and coherence with country and regional strategies as appropriate

• Ensure robust monitoring, evaluation and accountability systems are in place and implemented

• Work with the Safeguarding Coordinator to establish context-appropriate community-based reporting methods/tools in locations of implementation, based on community consultations to identify preferred methods and channels for reporting.

Job Requirements

• Ability to commit to deployment within 72 hours of notification of assignment for up to 12 weeks.

• Degree in humanitarian assistance, logistics, management, administration, international affairs, area studies, public health or related field, advanced degree preferred, or equivalent experience considered in lieu of degree;

• Demonstrable operational skill and experience in low-resource, deep field settings including oversight of communications, fleet management, facilities and safety and security operating procedures;

• Demonstrable ability to lead, motivate and support teams in challenging environments;

• Excellent planning and organizational skills and capabilities;

• Excellent interpersonal and representational skills;

• Works well in and promotes teamwork, comfortable in a multi-cultural environment, flexible and able to handle pressure effectively and productively;

• Safety and security aware, driven and self-starting, resilient and emotionally intelligent;

• Fluent in spoken and written English, fluency in Spanish, Arabic, French and/or Portuguese an advantage.

Working Environment

The positions will be based in complex field locations with medium to high security risk and basic living conditions
