Job Description

Position: Education Technical Coordinator (Grade 7)

Reports to: Education Specialist

Supervision of: n/a

Duty station: Benghazi, Libya

Travel: up to 10%

Duration and type of contract: 12 months

1. Role and responsibilities

The purpose of this position is to act as the co-lead of the Libya Education Working Group, and to work in collaboration with the Education Specialist to strengthen technical quality, facilitate internal learning and support the program development of NRC’s Education programming in Libya, especially under the Education Cannot Wait (ECW) Multi-year Resilience Programme.

The following is a brief description of the role.

Generic responsibilities:

  1. Adherence to NRC policies, guidance and procedures.
  2. Ensure that projects target beneficiaries most in need of protection, explore and asses new and better ways to assist.
  3. Promote the rights of IDPs/returnees, migrants and refugees in line with the advocacy strategy.
  4. Contribute to program development, reporting, adjustment or review of the Education programs.
  5. Conduct CC specific lessons learnt exercises at field level.
  6. Contribute to organizational learning through the provision of specific technical analysis, research, lessons learned and reports.
  7. Build the capacity of Technical officers and Education officers in the field.
  8. Develop training modules and provide specific technical learning or/and training for project staff, project partners and other relevant stakeholders such as local CSOs.

Specific responsibilities:

1. Coordination. Responsible for supporting the Libya Education Working Group as the co-lead. Facilitating coordination among technical working groups and information dissemination among members of the overall education working group. Facilitating sector mapping of active education CSOs and develop capacity building plans.

2. Partnership Management. Responsible for leading coordination among implementing partners within a multi-year project consortium. Facilitating joint M&E according to results framework and tracking progress towards joint work plans, finance and activity implementation. Support to unifying activity implementation across consortium as needed through coordination of regular progress meetings and reporting updates.

3. Technical Guidance. Responsible for supporting the continuous strengthening of technical quality of all Education activities implemented by NRC/partners, in collaboration with the Education Specialist and field teams. This support includes but is not limited to: development of technical SoPs; curriculum review and adaptation; provision of technical guidance to field teams; supporting compliance with global, national and local standards; supporting compliance with NRC Libya’s Country Strategy and policies; and supporting integration with other Core Competencies where relevant.

5. Project M&E and Information Management. Responsible for supporting accurate and high quality Monitoring and Evaluation of NRC/partner Education activities, in collaboration with the Education Specialist and field teams. This will include - but is not limited to – developing data collection tools and methodologies; training and capacity building on tools; information management; analysis of data and findings, embedding lessons learnt into future programming. M&E activities will be conducted in accordance with the NRC Libya M&E Strategy, tools and guidelines.

Competencies

  • Minimum 3 years of experience of Education Project implementation in humanitarian/recovery contexts;
  • Experience in coordination roles
  • Experience in M&E and Information Management;
  • Experience from working in complex and volatile contexts;
  • Technical Education expertise;
  • Knowledge about own leadership skills/profile;
  • Good knowledge of Word, Excel and PowerPoint
  • Excellent level of Arabic, both written and verbal; and
  • Excellent level of English, both written and verbal.

Context related skills, knowledge and experience (shall be adapted to the specific position):

  • Knowledge of the context in Libya;
  • Experience with Remotely Managed programming is beneficial; and
  • Experience of working with local partners is beneficial.
