Lebanon has experienced one of the worst crises in the Middle East and North Africa region and is enduring a severe and prolonged economic depression. These multiple crises – high refugee caseload, socio-economic collapse, political turmoil, COVID-19 outbreak and the Beirut explosion – combined with continuous policy inaction and the absence of a fully functioning executive authority have resulted in a complex emergency.

The current scale of the response and different programmatic avenues in addition to the new aid modality called Transition and Resilience Education Fund (TREF) require additional UNICEF capacity to organize and manage the mass amount of information and data generated. In addition, it is crucial for this information to be readily maintained and disseminated to relevant UNICEF programmes and Beirut country office in a timely and consistent manner for evidence-based decision making and effective programmatic response.

The Lebanon Country Office has developed new information and analytical tools, and the requirements in terms of information and analysis is becoming crucial and requires a dedicated person to strengthen our current programming.

Purpose of the consultancy: The overall objective of this consultancy is to support, under the supervision of the IM Officer, the management and operationalization of TREF-related data procedures and requirements, the oversight on teachers-related and other payment data, the management of UNICEF’s child level data management system, and the management of information and knowledge for data generated by the Section or received from other sources.

17.5 daysTo qualify as an advocate for every child you will have…

  • A university degree in Information Technology, Information Systems, Mathematics, Statistics, Engineering, or related field.
  • A minimum of 5 years of relevant professional experience in in data management, information management or related field. Familiarity with UNICEF’s mission and mandate is an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.
  • Strong knowledge of MS office suite and advanced knowledge in excel.
  • Previous experience in the cleaning and management of large databases.
  • Previous experience in the development of data collection / survey tools (using ODK or Kobo…).
  • Previous experience in information and knowledge management.
  • Previous experience in information management including but not limited to the production of infographics, document management, data collection and analysis, etc.
  • Basic knowledge of education programmes is an asset.
  • Ability to gather, review, and analyze data for trends.
  • Communicates effectively in both graphic and narrative form.
  • Excellent academic performance as demonstrated by recent university or institution records.
  • A high level of individual responsibility, commitment, and initiative.
  • Data storage and file management expertise.
  • Ability to present information in understandable tables, charts, and graphs.
  • A high level of organizational skills and attention to detail.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
