- Bachelor’s degree, and preferably post-graduate university degree, in a subject related to role (Education, Social Sciences)
- Excellent interpersonal, communication and representation skills to engage with stakeholders
- Ability to mediate, develop consensus and work impartially serving and motivating all Education Cluster members on equal terms
- Commitment to and understanding humanitarian principles, the Convention on the Rights of the Child and the Cluster approach and relevant standards (Sphere and INEE)
- Ability to consolidate and analyse information
- Willingness to travel domestically as assigned
- Understanding of national and international development issues related to the thematic programme, including cross-cutting issues (conflict sensitivity, gender, disability)

Background
The Education Cluster is part of the overall humanitarian coordination structure in Myanmar. It was first formed as the Education in Emergencies (EiE) Sector after conflict-related displacement in 2012 and activated as a Cluster with nationwide scope in August 2021. The Cluster is a forum for coordination for organizations providing support for learning continuity for children, adolescents and youth, as well as their educators and caregivers, when there is a disruption in education. The overall aim of the Education Cluster in Myanmar is to coordinate education stakeholders to respond in a timely, coherent and strategic manner to the ongoing humanitarian crises in Myanmar.
The Education Cluster at national level is co-led by Save the Children and UNICEF; a dedicated Education Cluster Coordinator, Information Management Officer, and International Specialist support the core functions of coordination across all EiE partners. At sub-national level, EiE coordinators are selected by the members of the State/Region’s EiE coordination group. As of September 2021, the Cluster partners endorsed a new sub-national coordination structure to increase capacity given the scale of the crises. Full-time EiE Coordinators will support 2-3 State/Region-level EiE Coordination Groups. The Norwegian Refugee Council as well as the Adventist Development and Relief Agency were selected to house the Coordinator in the southeast region in Myanmar through a consensus of the State-Level Coordination Groups’ partners. The two agencies are now looking to recruit the Sub-National EiE Coordinator with the engagement of the National-level Education Cluster Coordination team. The sub-national coordinator role will be 50% supported by NRC and 50% supported by ADRA but will have a work contract and line management with NRC. The coordinator will spend 50% of their time in ADRA offices are/or other interfaces. The Sub-National EiE Coordinator will ensure they communicate their role as an impartial representative of all EiE partners within the coordination group, and both NRC and ADRA will maintain separate representation in relevant meetings. The Sub-National EiE Coordinators will maintain a technical reporting line to the National Education Cluster Coordinator and the country-level co-lead agencies for their coordination-related responsibilities, as well as maintaining a reporting line to their line manager at NRC.
About the role
The overall aim of the Education Cluster at national and sub-national levels is to support all children affected by crisis to access quality, inclusive education which promotes their mental, emotional, and physical wellbeing. To do this the Sub-National EiE Coordinators facilitate the coordination of a timely, coherent and effective education preparedness, plan and response through: 1) strategic mobilization and coordination of EiE stakeholders to mitigate the impact of ongoing and any new humanitarian crises, and 2) the improvement of preparedness capacity to effectively respond to human-made or natural hazards that result in new disasters.
In order to achieve this aim, the Sub-National EiE Coordinators will be accountable for collaborating with key stakeholders as impartial representatives of the Education Cluster. The following is a brief description of the role.

- Demonstrable understanding of international humanitarian response and co-ordination mechanisms.
- Bachelor’s degree, and preferably post-graduate university degree, in subject related to role (Education, Social Sciences). Substantial experience can be considered in lieu of academic qualifications; Strong fluency in English, both written and verbal
- Excellent interpersonal, communication and representation skills to engage with stakeholders;
- Ability to mediate, develop consensus and work impartially serving and motivating all Education Cluster members on equal terms;
- Ability to consolidate and analyse information;
- An in-depth understanding of national and international development issues related to the thematic programme, including cross-cutting issues (conflict sensitivity, gender, disability particularly important)
- Commitment to and understanding humanitarian principles, the Convention on the Rights of the Child and the Cluster approach and relevant standards (Sphere and INEE)
- Ability and willingness to travel domestically as assigned
