The Education Sector and partners have been implementing the Learning Competency Framework and Approach (LCFA) for the Rohingya children in the camps in Cox’s Bazar. With the approval of the use of Myanmar Curriculum (MC) for the Rohingya children, UNICEF and partners have since January 2020 been supporting the partners to draft the multi-year strategy focusing the transition from LCFA to MC, starting with the Myanmar Curriculum (MCP) that is currently being piloted by UNICEF. The MCP was delayed due to COVID-19 pandemic, however the preparatory processes for the piloting are being rolled out in anticipation for the safe-reopening of the learning facilities in March 2020. To move forward, education sector and partners have identified the key thematic areas for the timeline for using Myanmar curriculum sector wide. The actions to be undertaken for the Phasing out from LCFA and transitioning to Myanmar curriculum in all camps, will include a plan by the Education Sector and the three leading agencies, UNICEF, UNHCR and SCI. In this regard, the Education sector has revisited the education sector multi-year strategy against MCP and mapped out the way forward with a focus on the MC scale up. The Technical Areas for the MC will include: Accreditation; Teaching and Learning materials; School Monitoring and Reporting; Education Information Management System; Inclusive education (Gender and Disability); Partnership with RCEIs; Community Engagement; Ed-Tech learning and teaching support; Assessment/examinations; Alternative pathways to progression/ Accelerated learning (ALP) and Remedial Learning; Teacher’s professional development (TPD). UNICEF is a lead or co-lead and is supporting the various thematic areas to for the MCP and MC Scaleup. The Consultant will support the Sector to plan the roll out of Myanmar Curriculum and provide technical leadership to the Sector.

How can you make a difference?

  • Support to programme development, strategic planning and quality assurance towards the provision of inclusive and equitable quality education for Rohingya children
  • Programme management, monitoring, reporting against clearly defined targets and delivery of results for children.
  • Technical and operational support to implement Myanmar Curriculum
  • Resource Mobilization (through development of proposals/Concept Notes), Networking and partnership building
  • Manage processes for establishing and expanding education services
  • Innovation, knowledge management and capacity building

Other

  • Coordinate the preparatory activities for the introduction and roll-out of a Myanmar Curriculum (MC)
  • Facilitate the assessment of leaners, as well as to establish and maintain learning records;
  • Support the accreditation and approval of the Myanmar Curriculum scale up plan
  • Support teacher recruitment, orientation and deployment; as well as Teacher’s professional development (TPD)
  • Provide technical input to teacher training strategy building on existing interventions;
  • Support the process of grouping (class formation) for the initial enrolees;
  • Review existing teaching and learning materials and develop additional where required; and,
  • Support use of education technologies for administration, teaching and measuring learning outcomes.
  • Support the assessment/examinations of students.
  • Promote the use of low solution Education Technologies (Edu-Tech) to roll out and scale-up MC.

To qualify as an advocate for every child you will have…

  • An advanced university degree in one of the following fields is required: education, economics, psychology, sociology, or another relevant technical field.
  • A minimum of five years of professional experience in programme planning, management, and/or research in education is required.
  • Experience working in secondary education and knowledge of adolescent development are required.
  • Demonstrated expertise in curriculum, development of teaching and learning material, and student assessment is desirable.
  • Experience working in developing country and humanitarian context is required.
  • Relevant experience in a UN system agency or organization is an asset.
  • Fluency in English is required. Knowledge of another official UN language, Bangla/Bengali, or Burmese is as an asset.
